BOARD OF APPEALS which has this day been-filed with
the Town Clerk.
Any appeals from this action shall be made pursuant
to Section 17 of Chapter 4QA of the General Laws,
and shall be filed within twenty (20) days after
this date.

DECISION:
At a meeting of the BOARD OF APPEALS held Friday, May II,
1981, at 3:00 p.m., at the Town and County Building, in
the matter of the application of SARA. O'REILLY (025-81),
after due deliberation, the Board found:
1. This is an application for a Special. Permit to
extend a non-con.f_orming use of property on an undersized
lot by conversion of a garage into a rental cottage at
9 North Water Street in an area zoned Limited Commercial.
The property has 2690 square feet of area, and contains
one commercial guest house and one garage. The garage,
which has been used as a shop, is now sought to be
converted to more commercial use as a rental cottage,
although this will not result in any increase in the
ground cover. Rooming and guest houses and accessory
structures are permitted in this district.
2. The Board finds this property located on North ~~later
Street, a narrow one-way street almost entirely devoted
to guest houses, hotels, and other seasonal commercial
activities. The traffic is heavy in season and the
parking is just fierce. The conversion of the garage
will remove some off-street parking facilities and, to
some extent, add to the traffic problems noted by the
neighbors. The Planning Board. has, therefore, recommend-
ed against this permit.. The Applicant suggests very few
of her patrons have vehicles which need parking space.
In any event, it is apparent that more commercial use
of this property will be detrimental to the traffic and
parking situation on t~?orth Water Street.
3. For tie reasons set forth., the Board finds the ex-
tension of the non-conforming use by conversion of a
garage to a rental cottage would be substantially more
detrimental than the existing non-conforming use to
the neighborhood, and the application is denied by
unanimous vote.
