DECISION:
At a regular meeting of the BOARD OF APPEALS held on
(February 25, 1981, at 3:00 P.M. at the TO~+TN ARID COiJNTY
BUILDING, in the matter of_ the application of ESTHER
;GIBBS (001-81), after due deliberation, the Board found:,
~1. This is an application for a variance to permit the
.,.;operation of a guest house at 13 Cliff Road in a district
,izoned RESIDEDITIAL/OLD HISTORIC. The Applicant has had
the property in her family for many generations, and
although it had been used as a guest house some years agc~,
it was not so used since the enactment of the Zoning
By-Law and does not cJualify as a pre-existing use. Any
!hardships claimed by the applicant is financial in
nature, and the conversion of this property to produce
income would, undoubtedly, be beneficial to her . Various
'neighbors registered opposition to this petition.
2. The Board finds this property is located in an area
which is fully developed with both residential. homes
and a fear guest houses, which pre-existed zoning. Cliff
Road is a principal street in Nantucket, subject to heavy
traffic in the summer months, and during those months
parking spaces are severely limited. The A.pplicant's
property does not have sufficient off_-street parking
space to serve additional guests. Although the Board
appx'eciates the Applicant's problem in this er.a of
rising expenses, vre are bound by the statutory require-
ments of the 7.oning By-Law, and do not find that a
sufficient hardship has been established to justif~~ this
change in the use of this property in a Residential/Old
Historic zone.
3. For the reasons set forth, ax~plication for a variance
is denied by unanimous vote.
