NANTUCKET AIRPORT COMMISSION MEETING
September 8, 2009
The meeting was called to order at 5:03 PM by Chairman E. Foley Vaughan with the following Commissioners present
Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray, Sr., and Robert Atlea.
Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Mari<s, Administrative Assistant to the Airport
Manager Janina Torres, Finance Director Tina Smith, Environmental Coordinator Jack Wheeler, and Administrative
Coordinator Yolanda Maxwell.
The Commission Unanimously MISIP approval of the August 11, 2009 minutes.
Noise Abatement
The Ear1y Morning Compliance award for August was awarded to Nantucket Shuttle.
Bob Falanga accepted the award on behalf of Nantucket Shuttle.
Terminal Update
AOOi Ravins reported:
. The terminal is substantially complete, which means it is fit for its intended occupancy.
. Most of the punch list items should be completed by the end of next week with the exception of carpet tile,
and the HVAC system.
. To date there is almost a $200,000 savings due back to the Airport
Chairman Vaughan inquired on the carpet situation and the tile in the restrooms. Mr. Ravins reported the carpet
company gave a verbal commitment to give the airport new carpet to install which is a rolled carpet verse a tile carpet.
The rolled carpet comes with 2 dfferent types of backing and the company is checking to see which one wori<s best
The production of the carpet would be 4 - 5 weeks after the company gets the go ahead. The tile in the restrooms is
wori<manship issues, a shortage of tiles due to the tile being dscontinued. Mr. Ravins office has been searching the
country trying to find the same tile.
Commissioner Macintyre inquired on the replacement of the rolled carpet verse the tile carpet in the event it does need
to be replaced. Mr. Ravins stated the carpet tile is easier to replace and repair theoretically; however, over time you
tend to see the seams in the carpet It also has a hard backing and when you steam clean the tile the water won't
penetrate beyond the water retardant layer and could cause adhesive and mold issues in the future. The rolled carpet
is basically the same produc~ it comes in 6 ft rolls, similar backing and the edges get glued together so there is no
separation. The rolled carpet is not as easy to replace there would have to be cutting and patching.
Vice Chair Egan inquired on the tile installer. Mr. Ravins reported the tile installer will be back to repair the tile and
finish the job.
Vice Chair Egan asked Walter Flaherty, who was sitting in the audence and is in the terminal everyday, if he has any
issues or concerns pertaining to the new terminal. Mr. Raherty responded there are some lighting issues at the
counters, and the air conditioning in the Cape Air office. The lighting over the counters is too bright and is causing the
ticket agents to have headaches and the air condtioning in the Cape Air office seems to be nonexistent.
Mr. Ravins responded air conditioning systems are designed to blow a certain amount of cold air based on square
footage. The load requirement could be a factor such as computers, refrigerators, and quantity of people in the room.
There is one cooling and heating zone per office which is run by a DAV box controlled by a thermostat. The thermostat
is located between the front and back door of the offices.
Mr. Porfilio reported the commissioning is on going and they will take a look at the DAV boxes to see if there is some
room for calibration to increase the flow.
Mr. Raherty asked if the ~ghts on the North ramp could be looked at they seem to be pointed straight down and it is
hard for the passengers getting off the planes at night to see.
Mr. Peterson reported the spotlights have been taken out and the lights were pointed down due to the neighbors
complaining the light was shining into their house, but the issue will be looked at again.
ARFF Update
Mr. Peterson reported the grant for the ARFF building was awarded to the airport last Wednesday from the FAA which
comes out of discretionary fundng in the amount of $6,156,475.00. There is a pre construction meeting Thursday
10:00 AM with the FAA to go over the construction and safety plans. FoIl<7Ning the signing of the contract with the
general contractor, J K Scanlan, win come the official notice to proceed date which hopefully will be dated September
18, 2009 giving the contractor 300 days to complete the ARFF buildng.
The Commission unanimously MISIP to accept the FAA Grant in the amount of $6,156,475.00
Update: FAAlTown Indirect charges
Mr. Peterson reported the airport still needs to reply to the FAA on the new formula for indirect charges. The formula
will be a transaction based formula which means the airport wiN pay a percentage of the total number of transactions
that go through the Town. The formula is 2% for Town administration and 1 % for public safety.
Environmental
Jack Wheeler reported operations through August were down 14.5% from the prior year. There were 16,175 total
operations for the month of August and 87,393 operations year to date. Enplanements year to date are down 25% with
Delta and Nantucket Shuttle missing. Total Enplanements year to date are 141,728. GA Enplanements were 4,621 for
the month of August which is down from the prior year. Freight is down 15% with Cape Air missing. Noise complaints
through the end of August were a total of 144 year to date which is down 80.72%. There have only been 25
complaints in the month of August compare to 257 last August.
Operations
Mr. Peterson reported:
. The seasonal air1ines are completing service for the season
. The Annex buildng will begin to be demolished. Structures Unlimited has the permit and is ready to go. The
airport will landscape the area once the Annex building is removed, however we will wait until spring.
. The fuel farm will be the next projec~ it needs to be repainted however the paint doesn't hold up well so we
will most likely go with replacing the structure with galvanized steel. The project will have to go out to bid.
Chairman Vaughan asked if we could get the money in a stimulus package do to safety issues, Mr. Peterson
will research it and get back to the Commission. Commissioner Macintyre reported there are some new
developments in shipboard construction and painting for the new navy ships which go on the interior and
exterior. Commissioner Macintyre will get that information to Mr. Peterson.
. UPS's air freight has been down significantly and based on their business won't be willing to pave over by
the hangar where they currently park.
. The Labor Day business for the airport was off 40% from last year and 20% for the fiscal year which started
July 1, 2009.
Commissioner Gray inquired on whether the airport could use stainless steel for the tank farm structure. Mr. Peterson
stated there is steel on there now and it just isn't holding up, but cost might be prohibitive.
Public Comment
Mr. Car1 England inquired on the TFR's during President Obama's visit to Martha's Vineyard. Mr. Peterson reported he
talked to the FAA and there were six total violations during the TFR and two were local.
Commissioner Gray inquired on the pot holes in front of the terminal. Mr. Peterson will look into this situation and have
it taken care of.
It was MISIP by the following vote to aqoum into Executive Session to discuss Lease issues, not to reconvene into
Regular Session.
