P. Manchester & Sons (001-80), after due de1iheration, the Board found: 1. The proposed facility, known as Nohadeer Inn is a Major Commercial Development as set forth in Sec. 4C 2 (d) of the Zoning By-Law of the Town of Nantucket. 2. T.he Board has received and incorporates herein pv reference the Site Analysis Report and Map, plans of the proposed development, includi.ng elevations and drainage plan, plot plan, landscape plan, all of which shm,.T the ravout of the proposed buildings, parking areas, access roacts, open space~, exteriqr lighting, planting, and utilities. 3. The Planning Board has held a hearing as re- quired by the Zoning By-Law, and the report of the Planning Board is received. 4. The proposed development is a combination 100-unit hotel, restaurant, and lounge. The site of the development is on r1acy Lane at Millers Way (so- called) across from the NantucJret ~"emorial Airport. T.he general area is found to be as follows: Northerlr: The area to the north is developed with a number 0 single-family houses in an area known as Nobadeer ~ay. This residenti.al development consists of about 20 units with the closest unit being approxi- mately 150' from the nearest proposed development. Fasterlv: The area to the east is used and occuoied by th~ Nantucket Memorial Airport. This is a large exnanse of land occupied by hanqar facilities, aircraft, parkinq ramp~, administration buildings, and the area devoted to runways and operations. Southerly: The area to the south is largely vacant woodland with one tract occupied as a storaoe area and garage by the New England Telephone Company. y1ester Iv: woodland. ~ The area to the west is vacant . ~ -2- 5. We find that the installation of adequate screening will best protect and preserve the residential areas that might otherwise be affected by this proposed development. 6. 71. revi.ew of the plans and material presented shows the facilities to be designed in accord with sound planning practices. There will be little deleterious effect on the neighborhood areas. We specifically find that this proposed use is an improvement over the prier use of the site as a nightclub, a use which the owner could otherwise continue. 7. The plan of lighting is acceptable and adequate for the ground areas and parking lot area. I I undergrounk! 8. The plan of utilities provides for ;: installation and is acceptable. 9. The matter of Millers Way, and any rights of the applicant therein, is to be resolved. Based on information supplied by the applicant, w~ find that the area shown as Millers Way is, in fact, Lot B-2 as shown on Land Court Plan No. 16514-B and is owned in fee by the Town of Nantucket. We understand application has been made to the County Commissioners to layout and take Millers Way as a way or road. lOT Subject to the satisfactory resolution of the right to use Millers Way anrl recognizing that this Board has no authority to grant real interests, we approve the plan of access and drives. In the event the matter of Millers Way and the use thereof by the applicant is not resolved, we direct that an alternate plan of access and drives be presented to this Board for its consideration. 11. 'Ale find and recTUire that, at such time as the applicant secures ri.ghts to use Millers Way, the applicant shall improve such portion of the way as abuts its land, and such improvement shall be a stabi- lized surface of at least 20' width of material (soil, cement, asphalt paving, cobblestone or stone block, or concrete) per specifications contained in the Rules and Regulations of the Nantucket Planning Board. Curbing shall also be installed along the easterly line of Millers Way, such curbing to be granite or Cape Cod ber~. . < ;,.. . .. . i i I -3- 12. We find and require that the applicant assume responsibility for continuing maintenance of that portion of rHl1ers Way which abuts its property. 13. We find and require that, at such time as a plan of signing is made, that such plan be approved by the Historic District Commission. 14. We find and require that the applicant submit to this Board a plan of landscape design showing the located by species and size, all hedging, bushes, and plantings, and the location of walkways, fences, and decorative facilities within the common area. 15. Ne.find and require that a further plan of storm water and ground drainage be submitted for the approval of the Building Inspector and Department of Public Works, and that such plan be sufficient to pro- vice for the orderly and adequate drainage of surface water. 16.
