Macintyre. Jr. NANTUCKET AIRPORT COMMISSION MEE11NG June 9, 2009 The meeting was called to order at 5:04 PM by Chairman E. Foley Vaughan with the following Commissioners present Vice Chair Sheila O'Brien Egan, Dual A Macintyre, Jr., David C. Gray, Sr., and Robert Allee. Also present were Airport Manager AI Peterson, Airfield ~sor Jeff Mart<s, AdTinistrative Assistant to the Airport Manager Janioo Tones, Fmance Director Tma Srrith, Environmental Coordnator Jack Wheeler, and Administrative Coordnator Yolanda Maxwell. Chairman Vaughan thanked the design and construction teem for the new tenninal, the opening was a success and made ~ by the teem, Commission, and Manager AI Peterson. The Commission Unanimously MlSIP ~ of the May 12, 2009 minutes. Noise Abatement The Earty Morning Compliance award for May was awarded to Cape Air/Nantucket Airlines. Terminal Update AI Peterson reported: . The new teminal is Slbstantially COI'11lIete, with the punch list remaining . The baggage belt and X-ray mactine was very successfli . Training for the security is being done, some aqustments need to be made on the time the doors can stay open before the alarms go off . The renovations on the existing bui/cing are being done Chairman Vaughan reported the Airport does have the co which was received before the 24th of May. Andy Ravins reported: . The project is 87% complete through May of the contract value . Months worth of work in the renovation area, with another month of work on the punch list . The scheduled close out date for completion is the end of August . Everything is on schedule Ray Pofilio reported: . Based on the figures from Steve Flecchia and Jacobs the project is under budget and on schedule . Substantial completion is the airport has the CO and is open for business. . Renovation work is the clean up of the existing building and the punch list are the items the team collectively looks at and determines these are the pieces that need to be done to call it a final completion. . The Grand Opening was a huge success and the FAA who supported the project was very pleased and would like to share the success of the project through the FAA Mr. Peterson reported the project budget is 85% spent to date which includes an aqustment in the shared savings with Skanska anticipating they will qualify for their incentive under Chapter 149A. Commissioner Macintyre inquired on whether the Airport has plans on putting together a scrap book eX the Opening. Mr. Peterson replied yes and there are contact sheets in his office if anyone is interested in looking at them. ARFF Update Mr. Peterson reported he is waiting to hear from the FAA, the bid protest was decided in the airport's favor. Seaver had protested the airport giving the intent to award contract to Scanlon however the Attorney General's Office stated the airport did do the right thing by awarding it to Scarion. AI and Jeff met with Scanlon last week; Ed, -Smoke( is the project ~ntendent. As soon as the airport hears from the FAA on the fundng everything is set to go. Scanlon has sent out letters to all the Slb-rontractors stating they are the contractor eX record to lock in the bids We to sub- contractors bids are good for 45 days and make them aware we are awaiting FAA fundng. Cornrrissioner Macintyre irxPred on whether any eX the Slb-rontractors were local businesses; Mr. Peterson responded yes a local pcinter, Hans Dalgaard. Vote to accept MAC Grant - $162,012.50 The Corrnnission unarimously MISIP to accept the MAC Grant in the amount of $162,012.50 Letter of Authorization The Commission unarimously MISIP to sign the Letter of Authorizaion granting Chairman E. Foley Vaughan to sign on behalf eX the entire Cormission on contracts, grants and other cveements totaling $50,000 or more, previously approved by the Commission. Environmental Jack Wheeler reported operations year to date were 42,505 which is 00Wn 13.08% from the prior year. There were 10,963 total operations for the month of May. There were fil,679 ~ year to date which is 00wn 32% from the prior year however we are rrissing Nantucket ShutlIe and Trade \MOOs figures. GA E~anernents were 1,656 for the month of May which is down from 2,203 from the prior year, Freight was 192,OOOIbs for May with Nantucket ShutUe's figures missing wtich is 30% below last year. Noise COf1llIaints through the end of May were a total of 70 year to date which is down 72%. There have only been 42 complaints in May compare to 205 last May. Operations Mr. Peterson reported: . Jeff's crew is getting ready for Part 139 inspection which is June 2200, 23rd, and 24th. . New red paint is going down which are runway incicators showing where to hold and which runway to go to. This is a new regulation for commercial airports. . ConWit run from the new terminal to the operations buildng is complete. We will upgrade the fiber going from the new tenninal which will help monitor the HVAC system and data and communication. . Trailers are gone from the ramp . Repaving was started today and complete next week . Fumaces are gone and looking at putting an oil tank below the basement . Matt Doom was hired as our blildng specialist, Matt has spent time with Signet, Horsley, and Enterprise . The Ambassadors and Visitors Services should be ready to start next Tuesday. There will be 4 Ambassadors. Vice Chair Egan questioned whether the airport could look into hiring porters for the elderly. Mr. Peterson will look into it. Commissioner Gray inquired on whether Mr. Peterson spoke to Patty Roggeveene in regards to the porta potties. Chairman Vaughan stated he spoke to Patty and dd give her permission to use them. Mr. Peterson reported on PFC's, Nantucket, Martha's Vineyard, and Bamstable met with FAA to propose an exemption from the PFC's for the air taxis. PJ and a representative from the Vineyard will meet with Senator Kennedy on Thursday to talk about the exemption. Chairman Vaughan reported the issue of PFC's has come before the Commission before and they are still opposed to the PFC's. Vice Chair Egan stated on behalf of the Cormission she woUd like to thank the Tenants for their patience with the new terminal, as well as the ~oyees of the airport. Mr. Peterson reported Air Charter have canceled their plans to fly to Nantucket.
