Macintyre, Jr. -or') NANTUCKET AIRPORT COMMISSION MEETING May 12, 2009 The meeting was called to order at 5:02 PM by ChailTTlan E. Foley Vaughan with the follOYt'ing Commissioners present Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray, Sr., and RobertAtlee. Also present were Airport Manager AI Peterson, Airfield S~sor Jeff Marks, AdTinistrative Assistant to the Airport Manager Janine Torres, Environmental Coordnator Jack Wheeler, and AdTinistrative Coordinator Yolanda Maxwell. The Commission Unanimously MISIP approval of the April 7, 2009 minutes. Noise Abatement The Earty Morning Compliance award for April was awarded to Cape Air /Nantucket Airtines. Noise Abatement Routes - Nantucket Shuttle Mr. Peterson stated at the Commissions request he invited Bob Falanga from Nantucket Shuttle to the meeting to dscuss Nantucket Shuttle not following the noise abatement procedure. Commissioner Macintyre commented for several months Nantucket Shuttle has been well below the noise abatement target, which raises the questions: Is Nantucket Shuttle flying the noise abatement routes? Is there a company policy to follow the routes? Are the pilots instructed to do so but ignore them? Mr. Falanga reported Nantucket Shuttle does have a company policy and the noise abatement goes from 6:30 AM to 8:30 AM. Chairman Vaughan stated that is incorrect the noise abatement goes from 6:30 AM until midnight and Mr. Wheeler looks at and monitors a random 2 hours in addition to the earty morning hours. Mr. Falanga recently hired 2 employees from Nantucket Airtines and will instruct these pilots to a:>ide by the noise abatement routes. Mr. Falanga has put Mr. Greg Franchetti in charge of being the noise abatement person for Nantucket Shuttle. Mr. Falanga would like Mr. Franchetti to meet with Mr. Wheeler twice a week for the next month then he will be able to determine which of his pilots are not following the rules. Mr. Franchetti reported he randomly pulled some of Mr. Wheeler's reports and for March 2009 the percentages were Cape Air 89.3%, Island 69.57%, and Nantucket Shuttle 46.94%, if you go to the monthly summary of the non compliance flights Island Air was in non compliance 49 times and Nantucket Shuttle was in non compliance 52 times which is only a dfference of 3, however the percentages tell a different story. Mr. Franchetti asked is it the number of non compliant flights or is it the percentage? Chairman Vaughan responded the airport is looking at the percentage. Commissioner Macintyre reported most complaints for Nantucket Shuttle are when they take off from runway 24 and make a hard right tum over Surfside. Mr. Franchetti responded he has spoken to Mr. Topham in the tower and there are a few times when the tower does tell them to make an immediate right tum. Visitor Services Mr. Peterson reported he talked to Kate Hamilton and met with the Sub-Committee which is Vice Chair Egan, and Commissioner Gray, the airport will use ambassadors at the visitor services desk which the airport will provide along with a phone. Visitor Services will provide the training for the ambassadors along with the brochures. Vice Chair Egan reported Visitor Services will be responsible for the signage with Mr. Peterson's approval. Declaration of Surplus Property - Annex Building Mr. Peterson reported the airport is getting ready to advertise the Annex Buildng for removal, it will be offered for zero money; however it needs to be declared surplus property. Chairman Vaughan inquired on whether the airport cOIid gve the building to the Rre Department for training, Mr. Peterson responded he spoke to Rre Chief McDougall and was told buming is not allowed on Nantucket The Commission MISIP to declare the Annex Bu~ding surplus property. Terminal Update Andy Ravins reported: . Stbstantial COIl1>Ietion should be done May 22. 2009; Slbstantial COIl1>Ietion means the buildng is basically complete for its intended use which lets you get the CO for the building. . May 29, 2009 will be the grand opening . Punch list will be put into effect . June & July will be COIl1>Ieting WOIt in the existing terminal and paving on the ramp . Schedule completion for the entire project is the end of August . 80% complete through April of the contract value Commissioner Macintyre asked if Mr. Ravins was pleased with the way the geothermal is working. Mr. Ravins responded yes noting it has not been fully tested. They are going through all the start up of the various pieces of the mechanics eqlipment, manufacture is here to make sure the machinery is functioning properly, balancers are on site for the air and water flow, control people are putting aft the controls on and coming together. In approximately 2 weeks the system should be fairty complete. At. that time the commissioning agent is brought in; however, they won't be able to fully test the cooling agent or heating agent due to the mild spring weather. Commissioner Gray asked about the FIDS monitors, Mr. Peterson responded the current monitors are 40 inch and we are going to change 46 inch, the installers are here working on the system. Ray Pofilio reported the finish work is being done which is painting, carpentry, installing benches, display units, landscaping, ect The paving on the airside will be started this week. Steve Flecchia reported through April, $24 million dollars has been spent to date. Mr. Flecchia stated the project could potentially finish on budget of $29 million or just under. $11 % million dollars spent to date has come from the Mass. Aeronautics Commission, $7 million dollars from the FAA and the balance coming from the airport. FAA Grant Acceptance Terminal Project (Phase IV) - $1,517,863 The Commission unanimously MISIP to accept the FAA Grant of $1,517,863 for Phase IV of the Terminal Project ARFF Update Mr. Peterson reported the general contractors bids are were reviewed. There are two finalists, Seaver, who is the low bidder and Skanlon, the 2nd low bidder. Seaver failed to complete some FAA required WBE forms, prompting a protest from Skanlon. This is an area being emphasized by the FAA and MAC in terms of Disadvantage Business Enterprises. The airport has given Skanlon an intent to award notification in which Seaver is protesting. Mr. Peterson and Chairman Vaughan have a protest hearing with the Attomey General on May 20, 2009. Chairman Vaughan stated the Attomey General's office will not give their decision on May 20; they will give a written decision shortly thereafter. Commissioner Allee questioned whether we will be able to meet the expected start date. Mr. Peterson responded the airport used the Skanlon bid as a basis on the FAA grant application and were able to meet the grant application deadline of May 1, 2009. Total FBO Software Update Mr. Peterson reported the software package in the FBO is not PCI COI'lllIiant to meet federal rules on credit card fraud. The airport changed the software from FBO Manager to Total FBO the two software's are being run parallel and will go live to Total FBO in June. Total FBO is PCI compliant and will change the way the airport processes credit cards. The Commission unanimously MISIP to approve the Credit Card Processing - Corporate Resolution. Environmental Jack Wheeler reported operations through April were 31,542 which is down 12 %% from the prior year. There were 9,143 total operations for the month of April. There were 44,211 Enplanements year to date which is down 29.32% from the prior year. GA Enplanements were 583 for the month of April. Freight was 106,455100 with Cape Air numbers still missing. Noise COI'lllIaints year to date are 28 which is below last year. There have only been 9 complaints for the month of April. Operations Mr. Peterson reported: . A new sign plan which covers the runway markings has been sent to the FAA for approval . Jeffs crew is working on the grounds . Part 139 inspection is June 22,2009 . First week in June move out of the trailers into the new terminal, decommission the trailers and put them on a barge so the preliminary paving can be started. . Airline tenant meeting May 15, 2009 . Mr. Peterson talked to Ascent and they talked to Phillips about the airport leaving the FBO Manager and going through Ascent. Phillips satellite dish is on the side of the FBO Building and they have come up with an idea to use it, Mr. Peterson told Phillips the airport will work with them as an experimental station. . Mr. Peterson invited the Selectmen and Town Department Heads for a tour of the new terminal prior to the 291h. Commissioner Macintyre inquired on the Falconry program Mr. Marks reported the Falcon was bom however it was blind in one eye. In approximately two weeks another Falcon will be bom. This one is from Montana. The buildng is ready and started raising the quail for food. This program will work in conjunction with scaring the birds with pyrotechnics. It will take a month to a month and a half to train the Falcon. Commissioner Gray inquired on the training of the Falcon and Mr. Marks. Mr. Marks responded the training involves imprinting between the Falcon and himself. The Falcon's presence lets resident birds know there is a predator in the area and this usually will keep the other birds away. Public Comment Mr. John Johnson slated he was happy to see Nantucket Shuttle respond to the noise abatement issue however they did not have any compliance today and Island Air has improved with their 402 however their single engine caravan has a three month leeway cooing across the Island and Mr. Johnson feels it needs to be watched carefully. Mr. Peterson reported Island Airtines Caravan's agreement would be at 2500 feet Mr. Wheeler reported Cape Air has announced they win service Nantucket from White Plains this summer and Mr. Wheeler has the information on the airports website. It was MlSIP by the following vote to adjourn into Executive Session to dscuss lease issues, not to reconvene into Regular Session. Chairman E.
