Macintyre, Jr. NANTUCKET AIRPORT COMMISSION MEETING April 7, 2009 The meeting was called to order at 5:37 PM by Chairman E. Foley Vaughan with the following Commissioners present Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., David C. Gray, Sr., and RobertAtIee. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport Manager Janine Tones, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell. The Commission unanimously MISIP approval of the March 10, 2009 minutes. Noise Abatement The Early Morning Compliance award for March was awarded to Cape AirlNantucket Airlines. Visitors Services The Sub-Committee which consists of Vice Chair Egan and Corrmissioner Gray met with Kate Hamilton, David Sharp and Gene Mahon from the Visitors Services Vice Chair Egan reported the Visitors Service would like the airport to pay for one part time employee and uniform for approximately 18 hrs per week on the peak weekend shifts of friday/saUsun beginning June 1, 2009 until September 7, 2009 (Labor Day). This would cost the Airport approximately $4050.00. The Airport 'N()ljd also supply a computer and telephone hook up. Visitors Service will be in touch with Mr. Peterson to talk about the VSB logo on the uniform, brochure and information placement. Visitors Service will be responsible for any signage and will provide training for all airport ambassadors. Mr. Peterson reported the Visitors Service will be located in the arrivals area near the rental cars. The Sub-Committee recommends the Airport support the Visitors Service for a one year trial period. Chairman Vaughan agreed this is a good idea. Ocean Wings Flight School Request Mr. Herb Cabral owner of Ocean Wings stated he was approached by Net Aviation on starting up a flight school. Mr. Cabral and Net Aviation have reached an agreement and are awaiting permission to start. Net Aviation has a Tomahawk and Mr. Cabral has a twin engine. The plane is here, insurance is in place and as soon as we get the ok we will be set to go. Commissioner Atlee inquired on whether any thought has been given to the peak summer season when air traffic is heavy. Mr. Cabral responded that is out of his control however it will be recommended not to fly at the peak times. They willleam by trial and error and have contact with the tower. Commissioner Macintyre inquired on screening for the students. Mr. Cabral responded they would have to be escorted by someone who is badged. The Commission MISIP approval for the flight school to start up. Aircraft Maintenance Mr. Cabral stated he is moving his Aircraft Maintenance back to Nantucket. He is asked every year to service aircrafts and with the paperwork and insurance ifs too much. For some of the manuals for GA Piston Airplanes its $18,000.00 and you have to have these manuals to legally work on the planes. Insurance 'N()ljd run $10,000.00. Mr. Cabral has been talking to Mr. Peterson to see if the Airport 'N()ljd buy the books. Mr. Peterson will pursue this situation with Mr. Cabral and Mr. Cabral will talk with Griffin & Aviation about possibly sharing manuals. The Commission MlSIP approval for Aircraft Maintenance. Luxury Media Partners Mr. Brian Pussilano of Luxury Meda Partners stated he has approached Accenture Consulting Rrm about advertising in the East Hampton's and if approved in Nantucket and Martha's Vineyard. Accenture is looking for an incremental budget to fund this project for the season which would be $300 - $350 thousand dollars gross and net $90 - $100 thousand dollars over the six month period of advertising. Accenture would like to reach the general and commercial flyers with there advertising. Commissioner Macintyre reported the Sub-Committee which consist of Commissioner Macintyre and Commissioner Atlee met and recommends Nantuckefs gateway should be unique and don't feel intrusive advertising should be part of the new terminal. The new terminal sh<:>Ijd have at least one season to see how everything goes before a policy is set in place for advertising. The preliminary thoughts on developing a policy are out of five display areas one or two should be displayed for airport use, one or two for local advertising, one dispays for non-profit organizations, one or two for other advertisers, and some space for the local artists program. The Sub-Committee recommends a one season trial subject to certain modifications. The modifications would be two 4X3 displays, split digital screens in the GA building only. The Commission MISIP approval of a one year trial for Luxury Media Partners. Mr. Brian Pussilano reported they approached Marquis Jet to update the General Aviation deck. There would be seating, simple landscaping, water, and maybe an awning with there logo on it. Mr. Pussilano has also talked to them about a distribution of a gift bag. Marquis Jet sells jet cards which would be mar1<eted in the gift bags in order to generate money for themselves. The Commission MISIP approval for a one year trial period. Terminal Update Andy Ravins reported: . Interior finishers being done, terrazzo floors almost complete, finished mill work going up on the walls, doors are hung and swinging, painting going on, and ceilings are going up. . HV AC system is 90 - 98% installed . New electrical service being provided to the builcing, working on the emergency backup system . Baggage handling system is installed and awaiting testing . Target for completion is mid May, following the grand opening there will be exterior paving, renovation in the existing building, and punch list work and commissioning work progressing through the summer. Commissioner Macintyre asked if there were any major concems that would jeopardize the opening. Mr. Ravins responded there are always concems however they are on the minor side. The TSA testing procedures could hinder activation of the belt for June 1, 2009, there are some fire alarm approval issues; however, they should be squared away this week, and there is still testing and energizing of all the eq.Jipment Commissioner Macintyre asked about the leak in the roof and Mr. Ravins reported there was a leak in the roof last night and it has been isolated and is being taken care of. Commissioner Atlee questioned the reach on the baggage belt Mr. Peterson responded the ramp is not at grade and they are looking for a solution to the problem. Steve Recchia reported through March total project cost includng construction, Skanska, consulting costs, and airport administrative cost is $21 % million dollars. Potentially finish on budget which is $29 Million or finish within a half million over which would be 1 % to 2% over. ARFF Update Mr. Peterson reported: . The StJb.bid opening is tomorrow at 2 PM. The ARFF buildng is $5.8 million dollars funded by FAA. under discretionary grant paying 95%, the state will pay 2 % % and we will pay 2 % % . The general contractors bid opening is April 17, 2009 . Expecting to break ground mid June A TCT Update Mr. Peterson reported the location has been narrowed down to two sites. The airport goes back to AFTIL June 15, 2009 and after that meeting they will be able to start the permitting process. Environmental Jack Wheeler reported operations through March were down 13% year to date. Enplanements through February down 30 %% year to date. GA Enplanements were 657 which are up slightly. Freight is down dramatically 24.19%. Noise complaints are down 40% from last year and there were only 19 complaints year to date. Island Airlines Single Engine Noise Route Jack Wheeler reported an issue has come up conceming the compliance statistics. Every month Mr. Wheeler analyzes who flew where and reports on whether they are compliant or not compliant with the noise abatement route and has applied the same standard to every airplane. Island Airlines has a new single engine caravan airplane and is not following the noise abatement route. Mr. Wheeler approached Mr. laForge and invited him to the meeting to explain why he feels he should be exempt from the noise abatement rules. Mr. LaForge stated the Caravan is substantially quieter with one engine; they are still in the evaluation stage getting all pilots checked ou~ getting operating experience, and increasing the utilization of the equipment each month. The first month the Caravan was used 60 - 70 hours, February was 80 hours, and March was 110 hours. Mr. laForge plans to operate the Caravan 120 -140 hours per month. The Caravan operates with a bit more efficiency up to altitude with the turbo prop, they fly at a higher altitude and it climbs quicker. Mr. LaForge is trying to do whafs most efficient and that is to fly the most direct line and the shortest distance. Mr. LaForge was under the impression that the noise abatement applies to multi engine airplanes and feels the new Caravan should be taken out of the equation. Mr. Peterson reported Jack took the Caravan out of the equation and Island Airlines still did not meet the qualifications. Commissioner Macintyre stated the noise abatement policy applies to the airlines it does not make a distinction between single engine or mufti engine airplanes. Commissioner Macintyre would go along with taking the Caravan out of the equation for a trial period once Mr. LaForge's other airplanes are in compliance. Vice Chair Egan made a motion to make an exception for the Caravan for 90 days from the noise abatement route and then re-evaluate. The Commission MlSIP approval with Commissioner Macintyre opposed. Mr. Wheeler reported the Nantucket Shuttle's compliance is cbNn to 46%. Mr. Peterson has spoken to Nantucket Shuttle and they say they are complying. It is in their lease; therefore they are in violation of the lease. Commissioner Macintyre recommends Mr. Peterson write a letter to Nantucket Shuttle stated they are in violation of their lease and to come to the next Commission Meeting. Operations Mr. Peterson reported: . ACE camp is June 22, 2009 to June 26, 2009, we have an FAA awroved director, and filed the 2535 for the defense departments mmtary support . The falconry program is progressing and a falcon will be coming shortly . Maintenance is working on getting the summer equipment ready . Part 139 FAA inspection is June 22, 2009 . Sub-bid opening for the ARFF Building is tomorrow at 2 PM . Running the parallel software for the Total FBO which is PCI compliant in protecting credit card information . Tina Smith is out due to surgery Mr. Peterson reported one of our tenants, VICtor Brandon, had an oil spillover the weekend. Mr. Brandon believes it was vandalism and the police are looking into it. Mr. Brandon has Atlantic Environmental cleaning up the spill, the Department of Environmental Protection is here, and the airport has hired Horsley Witen as our consultant to make sure they comply with all DEP requirements. Mr. Vaughan stated we will most likely impose some security fencing along with containment.
