NANTUCKET AIRPORT COMMISSION MEETING
March 10, 2009
The meeting was called to order at 5:05 PM by Chainnan E. Foley Vaughan with the following Canmissioners present
Ytce Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., and Robert AtIee.
Also present were Airport Manager AI Peterson, Airfield ~sor Jeff MarXs, Aaninistrative Assistant to the Airport
Manager Janine Torres, Rnance Director Tina Smith, and Mninistrative Coordnator Yolanda Maxwell.
The Canmission IIl8I1imously MISIP awrovaI of the minutes from the February 3, 2009 Canmission Meeting and
February 13, 2009 Special Commission Meeting.
Noise Abatement
The Earty Morning ~iance award for February was awarded to Cape AirINantucket Airlines.
VISitors Senrices
Vice Chair Egan reported the Slb-Committee has not had a chance to meet. Chainnan Vaughan tabled this issue until
April's Corrmission Meeting.
Terminal Update
Andy Ravins reported:
. 70% complete construction
. 65% complete dollar wise
. Terrazzo floors 50% complete, drywall going up, hardware being put on, ceilings going up, painting has been
started.
. Shingles are going on, starting renovations on existing building
. Striving for a May substantial completion
Commissioner Atlee questioned whether the leak near the gift shop has been addressed. Mr. Ravins responded there
was temporary roofing on and it has since been taken care of.
Commissioner Macintyre inquired on the geothermal wells. Mr. Ravins reported the wells are in place and being
developed, the piping has been started, wiring, manhole backfill, etc. still need to be done however it is progressing
~dIy.
Chairman Vaughan reported at the construction meeting this moming they were told the geothermal would be up and
running in a month.
Ray Portilio added the inside work is starting to take shape with the spaces being defined; the terrazzo floor looks
great, the work is high quality.
Steve Recchia reported the budget is 65% complete with $19.5 million spent to date.
ARFF Update
Mr. Peterson reported this is a project that is on the fast track trying to take advantage of possibly getting 100% funding
from the stimulus package. Due to how the FAA glidance doctments allocate how the stimulus money is spent, the
FAA has committed dscretionary funds at 95%. Bid doctments became available last Wed1esday, pre-bid meeting
next Tuesday, sub- bids are due April 1, 2009, and the building is designed and ready to begin.
Ace Camp
Mr. Peterson reported Ace Camp wiD be held June 22nd - June 26f1. The kids will participate in a lot ci dfferent aviation
related activities, see military aircrafts, Cape Air and heM they operate; and, this year they will be exposed to the
Sl4)pOrt functions such as air traffic control and maintenance on aircrafts. The age ~ is midde school through high
school and this is a joint venture with the FAA and the high school. Scholarships are available.
Environmental
Mr. Wheeler was out; therefore. Mr. Peterson gave a brief sunmary on the noise corJllIaints. The noise complaints
were down 15% from last year, 58% from the base year, and for the month ci February there were only 3 noise
complaints.
Vice Chair Egan coomented on Nantucket Shuttle and h<7N there CIS progressively getting worse. Mr. Peterson
responded they ignore the noise abatement rules and will not follow them. This rule is also in their lease, therefore
they are in vidation of the lease. Mr. Peterson will continue to speak with the Nantucket Shuttle.
Operations
Mr. Peterson reported:
. He and Jeff went to AUantic City last week to the technical center for the FAA to review various locations for
the new tCM'er.
. Erecting a tent for e<PPment storage
. Thompson's house being worked on for this season
. The bird house for the falcon program is coming along
. Advertising for the landscaping RFP has been done
ATCT Update
Mr. Peterson reported with the help of the technical center and the FAA they have narrowed the tower down to 2 sites.
There will be further evaluation in June. The first site is south of the SRE Building, the 2nd site which is also the one
the air traffic controllers prefer is south of runway 12130.
Patrick T ophan a<Xted they had ori!jnally asked for 3 sites however due to cifferent political issues and finance issues
they cut the sites down to 2. There are 3 adcjtional sites for them to consider. One is the infield and the other two over
by the fuel farm. The reason why the fuel farm sites were not first considered is We to the height which would have to
be 85 feet tall to see over the current tower cap, if they eliminate that it would come down to 60 feet.

It was M/S/P by the following vote to adjourn into Executive Session to discuss lease issues, not to reconvene into
Regular Session.
