Macintyre, Jr. NANTUCKET AIRPORT COMMISSION MEETING Special Meeting Minutes February 13, 2009 The meeting was called to order at 4:40 p.m by Chairman E. Foley Vaughan with the following Coomissioners present: Vice Chair Sheila O'Brien Egan, Convnissioner Dual A Macintyre, Jr., Robert Atlee. Commissioner David C. Gray, Sr. joined the meeting at 5:00 p.m. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport Manager Janina Tones, and Administrative Coordnator Yolanda Maxwell. Catherine Flanagan stover - NE Plane Crash Art Dedication: Ms. Stover, representing a family member of a crash victim, who attended the NE Plane Crash Memorial Dedcation would like to donate a piece of her art work to the airport. Ms Stover showed a plaque, to be dsplayed with the art work in the I'I6W terminal. Vice Chair Egan requested a picture of the art work to be sent to Mr. Peterson along with the dmensions and Mr. Peterson will pass it along to the sub-oommittee. Chairman Vaughan referred this matter to a st.b-committee consisting of Vice Chair Egan and Commissioner Macintyre. The Slb-committee will give there report to the Cormlission at the next Commission Meeting. Falconry - Jeff Marks Mr. Peterson reported we are almost complete of a Department of Agriculture Study which the airport is paying $25,000.00 for this program which is required by the FAA. The airport has a remedial program now and is licensed to do depredation and are allowed to shoot the birds if they have to. Mr. Marks reported falconry is another tool to use for bird mitigation. Right know they use pyrotechnics. Mr. Marks tries to scare them twice and if that does not work he will shoot them. With falconry, the birds soon realize there is another predator in the area and they will start to go away. This is not 100% however it is a very good tool. If the airport is interested in falconry Mr. Marks will get back into it. Chairman Vaughan would like Mr. Marks to look into everything he needs and the airport will subsidize the cost. Chairman Vaughan also authorized Mr. Marks to purchase up to two Falcons. Commissioner Allee asked if there were any restrictions with working the Falcon. Mr. Marks responded not with depredation you could work the Falcon 365 days a year if necessary. The Commission MlSIP to allow Mr. Marks to start the process of getting the Falcon. ARFF Update - Fennick and McCredie Mr. McCredie reported: . They have HDC approval . The submissions have been made to the FAA and MAC and they are on board . Mr. Peterson reported the original building was 6,000 sq. ft. and after looking over the circular the building went to 10,000 sq. ft. which meant the price went up from $4.8 million to $5.8 million. Mr. Peterson got all the documentation needed to be eligible for the grant last Thursday. . The 75% design package has been submitted . The sub-committee which consists of Chairman Vaughan and Vice Chair Egan met with Mr. McCredie today . Bid documents available on March 4, 2009 . Should be able to break ground July 1, 2009, complete by May 1, 2010, and ready to occupy June 1, 2010 . Could be 100% FAA funded if the stimulus package passes Mr. Peterson reported he had a meeting with FAA and MAC to go (N8f the stimulus package. The FAA has a 26 point checklist, based on how far cbNn you met the qualifications moves you further up for the money. The airport is around 90% down the checklist. Mr. Peterson reported he spoke to Michelle Ricci (FAA) about grants and the stimulus. Ms. Ricci reported the airport is slanted for $4 million for the terminal and $4.8 million for the ARFF buildng. Mr. Peterson hung up the phone and a few minutes later Priscilla Scott (FAA) called about the PFC meeting. Mr. Peterson then told Priscilla the airport was given $4.8 million for the ARFF blildng but we really need $5.8 mimon, a few minutes later Priscilla told Mr. Peterson that would not be a problem. The Commission MISIP to pre accept the FAA Grant in the amount of $5.8 million dollars. It was MlSIP by the following vote to aqoum into Executive Session to dscuss Legal Issues and Lease Issues, not to reconvene into Regular Session. Chairman E.
