HomeMy WebLinkAbout1991-08-14 BOARD OF PUBLIC WORKS Minutes of the Meeting of 14 August 1991 at 7:30 PM. The meeting took place in the Selectmen's Hearing Room, Town Building, Nantucket, MA 02554. Members of the Board present were: Diane Coombs, Nancy Sevrens, Wayne Holmes, Bernard Grossman and Carl Borchert. Chairman Coombs called the meeting to order at 7:30 PM. Chairman Coombs noted that this was the first set of minutes to be typed directly onto a computer. Approval of Minutes of June 5. 1991 at 7:30 PM: June 19. 1991 at 7:30 PM: June 26. 1991 at 7:30 PM. Mr. Holmes moved approval, with the reading to be waived: seconded by Mrs. Sevrens. All in favor. So voted. Discussion of Recommendations to Revise Landfill User Fee: Structure. D.P.W. Superintendent Jeff Willett explained his recommendations, which were to base fees on weight, combined with a coupon/sticker system. Discussion on the recommendations I followed. Mr. Grossman expressed concern that this would place a disproportionate burden on the seasonal population. Mr. Willett responded that under his recommendations, the fee would correspond, to the amount of waste generated. Mr. Holmes expressed concern that the implementation of Mr. Willett's recommendation would require additional personnel to distribute coupons. Mr. Holmes spoke in support of a vehicle sticker system. Mrs. Sevrens spoke in support of Mr. Willett's recommendations. Mr. Grossman suggested tabling the matter for a few weeks so as to obtain public input, since any III new fee structure would not be implemented until July 1, 1992 II' anyway. Chairman Coombs inquired as to how waste, other than I',!,. household, would be assessed. Mr. Willett replied that for waste II such as brush and scrap metal, individual assessments would have Iii to be performed. Mr. Borchert expressed concern over the 1,1 possibility of people discarding trash elsewhere to avoid the I"~, inconvenience of purchasing a coupon book. Mr. Willett stated that if people take such measures as mentioned by Mr. Borchert, they I,,' should be prosecuted. Mr. Willett added that his recommendations I were designed to reduce the number of individual vehicles coming I, to the landfill, which would result in a cost savings. Mr. Grossman moved to table the matter for one month to gather public input and to hold a public hearing at that time: seconded by Mrs. Sevrens. So voted.
