HomeMy WebLinkAbout1991-06-19 BOARD OF PUBLIC WORKS Minutes of the Meeting of 19 June 1991 at 7:30 PM. The meeting took place in the Selectmen's Hearing Room, Town Building, Nantucket, MA 02554. Members of the Board present were: Chairman Diane Coombs, Bernard Grossman, Nancy Sevrens, Carl Borchert and Wayne Holmes. Chairman Coombs called the meeting to order at 7:30 PM. Item #1 under Official Business of the subsequent meeting of the Board of Selectmen was taken out of order and brought up at the beginning of this meeting. Mrs. Sevrens read a letter from the Board of Selectmen to Mr. Alexander "Sandy" Craig granting him a Communi ty Service Leadership Award. Chairman Coombs noted Mr. craig's accomplishments and his valuable efforts on behalf of the Town of Nantucket. Mrs. Joan Craig was present to accept the award for her husband. Mrs. Craig expressed her appreciation and thanks to the Board. Mrs. Sevrens also read a letter from the Board to Ms. Jessie Glidden granting a Youth Community Service Leadership Award. Chairman Coombs then spoke on the scholastic, athletic and extra- curricular activities and accomplishments of Ms. Glidden. Ms. Glidden was present to accept the award and she expressed her thanks to the Board. Public Hearinq to Consider an Amendment to Wastewater Requlations Governinq the Use of Common Sewers. Mrs. Sevrens read a memo from the D.P.W. Superintendent recommending adoption of the amendment. Some discussion took place on the amendment. Mrs. Sevrens moved approval of the amendment; seconded by Mr. Holmes. All in favor. So voted. Executive Secretary Lee Bourgoin noted that the amendment would take effect upon being published in the Inquirer & Mirror. AMENDMENT TO THE WASTEWATER REGULATIONS GOVERNING THE USE OF COMMON SEWERS TOWN AND COUNTY OF NANTUCKET The Board of Selectmen/Board of Public Works of the Town of Nantucket, acting as and for the Sewer Commissioners of the Town of Nantucket, hereby amend the Wastewater System Regulations Governing the Use of Common Sewers, of the Town and County of Nantucket, adopted January 18, 1989 pursuant to Chapter 83, section 10 of the General Laws, in the following manner: Article IX, section I The Superintendent of the Department of Public Works shall determine, assign and maintain a facility for the discharge of septic tank waste to the sewerage collection system or treatment works of the Town of Nantucket. Such facility shall be the only pOint allowed for the discharge of septic tank waste and its use shall be governed by the following regulation: 1. Only carriers licensed by the Board of Health and approved by the Board of Selectmen may discharge septage at the treatment facility. 2. Septic tank waste which does not meet the parameters established for sewerage in the regulations will not be accepted. 3. Discharge of septic tank waste is limited to the hours of normal operations for the Wastewater Treatment Facility; Monday through Friday from 7 A.M. to 3:30 P.M. unless otherwise arranged with the Chief Operator and approved by the D.P.W. Superintendent. 4. The pumping, hauling, discharge of septic tank waste shall be in accordance with the Commonwealth of Massachusetts Sanitary Code. 5. The fee for discharge of septic tank waste at the treatment facility shall be as follows: 0 500 gallons = $15.00 501 - 1000 gal~ons = $30.00 1001 - 1500 gallons = $45.00 1501 - 2000 gallons = $60.00 2001 2500 gallons = $75.00 6. All septage waste must be tested for pH to determine compliance with Existing Sewer Regulations. The Chief Operator must be notified before industrial or commercial loads are discharged. 7. Haulers must provide the origin of the septic waste. 8. Clean up of discharge area is required. 9. Failure of the carrier to comply with these regulations, including failure to make payments as required shall be cause for the Board of Selectmen to revoke its permit to discharge at the facility.
