HomeMy WebLinkAbout1990-07-25 BOARD OF PUBLIC WORKS The Minutes of the meeting of Wednesday July 25, 1990 at 7:30 PM. The Meeting was held in the Board of Selectmen's Hearing Room, Town and County Building, Nantucket, MA 02554. All members of the Board were present with the exception of Mr. Borchert. Chairman Grossman called the meeting to order at 7:30 , PM. I; Appeal Process for Landfill Bills. DPW superintendent Jeff Willett explained the proposed appeal process, stating that an appeals board should be established consisting of either the Board of Public Works or its designees. Mr. Willett stated that the only abatements he could grant are if an error in classification has occured; a dispute regarding assessment would need a different process for abatement. Chairman Grossman stated his concern was a hardship for individuals being required to pay up front and then possibly getting an abatement. Mr. Willett said it was possible to grant a grace period. Mr. Mort Donahue stated that if a appeals procedure is implemented, a Public Hearing must be held as this is an amendment to the regulations. Ms. Coombs stated that a category for non-taxed organizations such as the Post Office and Churches should be a part of the regulations. After further discussion, Mr. Viera moved to extend the due date for paYment of Landfill User Fees until August 31, 1990 and to establish a Public Hearing date to implement the Appeals process at next week's meeting. Seconded by Mrs. Sevrens. So voted. Chairman Grossman stated that Mr. Willett should provide the Board with his comments on the current fee structure, an analysis of the complaints received and proposed membership for the appeals committee.
