Members of the Board present were: Wayne Holmes, Arthur Desrocher, Carl Borchert, Nancy Sevrens and Timothy Madden. Chairman Holmes called the meeting to order at 7:40 PM following a meeting of the County Commissioners. Ap1>roval of Minutes of 27 January 1993 and 24 February 1993. Mr. Desrocher moved approval; seconded by Mr. Madden. So voted. Public Hearing to Consider Issuance of Private Well Construction Permit UW-2-93124 Western Avenue. Surfside. Attorney Arthur Reade, speaking on behalf of the abutter to the property requesting installation for a well for potable water supply, stated that his clients are concerned with the testing frame as it applies to the owner of the lot seeking the well construction permit and asks that the Board request the Health Officer to delay the pump testing until maximum well usage in the area is achieved during the summer months (peak seasonal home occupancy). Some discussion followed regarding the specifics of this request and Mr. Desrocher moved to request that the Health Officer specify that the pump testing take place in August; seconded by Mr. Madden. So voted. Request to Seek Variance from Massachusetts State Plumbing Board from Requirements Regarding Number of Restroom Facilities. Christopher Holland, spokesman for Liz Garcia, proprietor of the Morning Glory Cafe, summarized the circumstances why the Morning Glory Cafe is seeking a variance from the requirements for the number of bathroom facilities. It was noted that Health Officer Richard Ray has recommended that the representatives for the Morning Glory Cafe be allowed access to the State Plumbing Board. However, it was additionally noted that Health Officer Ray is recommending an unfavorable recommendation with respect to the variance. Mr. Desrocher moved to allow access to the State Plumbing Board, and to include an unfavorable recommendation on said application; seconded by Mr. Madden. Some discussion followed and Mr. Borchert amended the motion so as the application not include an unfavorable recommendation; seconded by Mrs. Sevrens. The amendment failed as Chairman Holmes, Mr. Desrocher and Mr. Madden were opposed. Some continued discussion ensued regarding what efforts the proprietor has made to provide restroom facilities at the Morning Glory Cafe. The main motion was carried. Mr. Borchert was opposed. Variance Request from Section 50.02A of Madaket Regulations/Rhode Island Avenue. Madaket. Chairman Holmes explained that Rhode Island A venue Property Owner Ronald Messinger has a failed well and is requesting a variance for placement of a private well less than 150 feet from a leach facility. Mr. Desrocher moved approval as recommended; seconded by Mr. Madden. So voted. Variance Request from Section 50.02A. B & C of Madaket Regulations/Columbus Avenue. Madaket. Chairman Holmes explained that property owner Sheila Smith, residing at 21 Columbus Avenue, Madaket, has an existing substandard septic system, and is requesting a variance to relocate the well. Mr. Desrocher moved approval; seconded by Mr. Madden. So voted. Variance Request from Sections 51.03A and Al of Madaket ReguIations/242 Madaket Road. Health Officer Richard Ray explained that Stephen Kotalac, owner of property situated at 242 Madaket Road, is requesting a variance needed to address an inadequacy in 51.03 of the Town of Nantucket Board of Health Septic System Regulations. Mr. Desrocher moved approval as recommended; seconded by Mr. Madden. So. voted. There being no further business before the Board, the meeting was unanimously adjourned at 8:30 PM.
