Selectmen's Hearing Room, Town Building, Nantucket, MA 02554. Members of the Board
present were Wayne Holmes, Arthur Desrocher, Carl Borchert, Nancy Sevrens and Timothy
Madden. Chairman Holmes called the meeting to order at 7:30 PM.
Approval of Minutes of 16 December 1992 at 7:30 PM. Mr. Desrocher moved approval;
seconded by Mrs. Sevrens. So voted.
Request to Establish $10 for Temporary Food Service Facility. Health Officer Richard Ray
explained that it has come to the attention of state and local Boards of Health that mobile food
operations and one day food booths have gone unlicensed throughout the Commonwealth causing
problems with regard to foodborne illness at temporary food service facilities. Health Officer Ray
explained that the Food and Drug Administration, and the Department of Public Health is
recommending further regulation of these types of food service operations. Health Officer Ray
concluded by summarizing the guidelines and permit processing procedure the Health Department
has established. Mr. Madden expressed concerns regarding the guidelines and some discussion
followed regarding this issue. Chairman Holmes reminded the Board that the guidelines have
been at issue, as they are already in place, but it is the request to establish a $10.00 fee that is
before the Board. Mr. Madden reiterated his position that a fee should not be considered until
the guidelines have been reviewed further. Health Officer Ray affirmed that the guidelines are
taken directly from the food service code at the state level. Mrs. Sevrens moved adoption of a
$10.00 temporary food service facility fee; seconded by Mr. Borchert. Curtis Barnes, member
of the Board of Health Advisory Committee, spoke in favor of the fee adoption and some further
discussion ensued regarding the purpose of the license fee. So voted. Mr. Madden and Mr.
Desrocher were opposed. It was agreed to further discuss the guidelines at the next Board of
Health Advisory Committee meeting.
Request to Set Public Hearing Date of February 18. 1993 for Purposes of Amending Board of
Health Regulation #60.00 (Minimum Lot Size for Unsewered Lots). Mr. Desrocher moved

of Health Regulation #60.00; seconded by Mr. Madden. Mr. Borchert explained the proposed
