HomeMy WebLinkAbout1991-09-11 II BOARD OF HEALTH Minutes of the Meeting of 11 September 1991 at 7:30 PM. The meeting took place in the Selectmen's Hearing Room, Town Building, Nantucket, MA 02554. Members of the Board present were: Diane Coombs, Wayne Holmes, Nancy Sevrens, Carl Borchert and Bernard Grossman. Chairman Coombs called the meeting to order at 7:30 PM. Approval of Minutes of June 26. 1991 at 7:30 PM and of Julv 10. 1991 at 7:30 PM. Mr. Holmes moved approval, with the reading to be waived; seconded by Mr. Borchert. So voted. variance Reauest from Title Five for Robert Nielson on Norcross Road. Mrs. Sevrens read a letter from the Health Officer dated September 9, 1991, recommending approval of the several requested variances, with the condition that a proviso be placed on the lot prohibiting the expansion of the system to accept greater than three bedrooms. Mr. Holmes moved approval as recommended; seconded by Mr. Borchert. So voted. Variance Reauest from Title Five for Robert Gillon Dartmouth Street in Tom Nevers. Mrs. Sevrens read a letter from the Health Officer recommending denial of the variance. Health Officer Richard Ray explained the situation and his recommendation. Mrs. Sevrens moved to deny the variance as recommended; seconded by Mr. Borchert. Mr. Holmes stated that it would be difficult for him to i deny the variance request with the knowledge that the property owners have become victims of the relatively new Board of Health regulations. Some discussion followed with regard to future potential hazards involved with approval of the variance. Mr. Grossman concurred with Mr. Holmes and wondered when the property was purchased. Mrs. Sevrens withdrew her motion and then moved to table the matter until Mr. Ray could confer with the property owner and his engineers to determine if there were any mitigating circumstances that may have not yet been examined. Mr. Ray indicated his assent to this but stated that if the property owner had been in possession of the property for more than a couple of years, he must be aware of the regulations. The motion was seconded by Mr. Holmes. So voted. Other Business. Mr. Ray stated that hundreds of "light sticks" have been washing ashore recently and he explained that although these look remarkably like medical waste, they are not and are actually used by long-line fishermen.
