BOARD OF HEALTH
The Minutes of the Meeting of November 7, 1990 at 7:30 PM. The,
Meeting took place in the Selectmen's Hearing Room, Town &:
County Building, Nantucket, MA 02554. All members of the Board
were present except Chairman Bernard Grossman. Acting Chairman
viera called the meeting to order at 7:30 PM.
Approval of the Minutes of September 19, 1990 at 7:30 PM. Ms.
Coombs moved to waive the reading of the minutes and to approve
them; seconded by Mrs. Sevrens. All in favor. So voted.
Policy Statement. Ms. Coombs read a letter from the Health
Officer in which he requested that the Board adopt the following
policy: "Effective immediately, the Health Department will allow
leach facility placement within the confines of a paper road,
abutters way or proprietors roadway only when ownership to the
center of the roadway is confirmed and the leach facility is of
a leach trench configuration, and constructed to H-20 wheel
loading specifications. No septic tank or distribution box shall
be allowed wi thin the confines of any road or way." There was
discussion on the policy. Mr. Borchert moved to adopt the
policy; seconded by Mrs. Sevrens. All in favor. So voted.
Variance Request Reaffirmation. Ms. Coombs read a letter from
the Health Officer to reaffirm an existing variance for Susan
Marks of Atlantic Boulevard in Tom Nevers, with changes as per
the new pol icy. Mr. Borchert moved approval as recommended by
the Health Officer; seconded by Mrs. Sevrens. All in favor. So
voted.
Variance Request from Madaket ReGulations section 50.02. Ms.
Coombs read a letter from the Health Officer recommending that
the a variance be granted for John Berthoud of Starbuck Road,
Madaket. Ms. Coombs moved approval as recommended; seconded by
Mr. Borchert. All in favor. So voted.
Variance Requests from 310 CMR 15.00. Ms. Coombs read a letter
from the Health Officer recommending that the requests be
granted for Vincent Ditmore of Jackson Street and Codfish Park
Road. Mr. Borchert moved approval as recommended; seconded by
Mrs. Sevrens. All in favor. So voted.
Subdivision Plan--ReGuest for Septic Systems. Ms. Coombs read a
letter from the Health Officer noting that all proposed
buildable lots for Canopache Nominee Trust are acceptable for
septic systems. Mr. Borchert moved approval as recommended;
seconded by Mrs. Sevrens. All in favor. So voted.
Discussion of Health and Building Code Violations at 19
Washington Street. Health Officer Richard Ray explained that the
structure had become a danger to the public. Building
Commissioner Ronald Santos further stated that the building
would have to be secured at the expense of the owner, and that
if the owner did not make the repairs necessary to secure the
building, it would be secured by Building Department officials
and a lien would be placed on the property for those expenses.
Mr. Borchert moved to allow the owner until Monday, November 12,
1990 to m2ke such repairs as were necessary to satisfy Building
and Health Department codes and to hold a hearing on the matter
on Tuesday, November 13, 1990 at 4:30 PM; seconded by Ms.
Coombs. All in favor. So voted.
The meeting was unanimously adjourned at 7:50 PM.
