BOARD OF HEALTH/BOARD OF PUBLIC WORKS
The Minutes of the meeting of Wednesday April 11, 1990 at
7:30 PM. The meeting was held in the Board of Selectmen's
Hearing Room, Town and County Building, Nantucket, MA
02554. All members of the Board were present. Chairman
Grossman called the meeting to order at 7:30 PM.
i Variance Request from BOH Requlations 50.02(A)&(B) and 310
CMR 15.00. Subsection 310 CMR 15.03(7): Carleen G. Kunkel.
:Rhode Island Avenue. Ms. Coombs read Richard Ray's letter
dated April 5, 1990 recommending granting the variance to
Ms. Carleen Kunkel. Ms. Sevrens moved to grant the variance
subject to further review and approval by the Health
Inspector, with the stipulation that well relocation and
installation evidence be submitted to the Health Department
prior to installation of the system. Seconded by Ms. Coombs.
So voted, unanimously.
Consideration of Town takinq over Sewers. Mr. Bourgoin said
the Town needs a plan for future installation of sewers to
'be taken over by the Town; specifications have been adopted
and the question now is what the public process should be.
Mr. Bourgoin suggested a public meeting. Chairman Grossman
stated that Mr. Willett, Mr. Bourgoin, Mr. Lanman and Mr.
Gardner should formulate a public procedures policy to then
be taken to Town Meeting and to report back to the Board in
three weeks. Mr. Bourgoin stated that the policy would also
emcompass sewer systems currently operating.
Ms. Coombs read a letter dated April 11, 1990 from the
Packaging Review Committee recommending a temporary
exemption for Bennetton's to May 9, 1990. Ms. Sevrens said
the Board should allow the exemption however, Bennetton's
should be in compliance with Nantucket's regulation as of
May 9th. Ms. Coombs moved to allow a temporary exemption for
Nanben Corporation for the "united Colors of Bennetton"
plastic bag and to require Nanben Corporation to cease using
non-biodegradable packaging as of May 9, 1990. Seconded by
Ms. Sevrens. So voted, uanimously.
Ms. Coombs read a letter from the Packaging Review Committee
recommending that plastic prescription bottles be exempted
from the Biodegradable Packaging Regulations. Mr. Viera
moved to grant an exemption for plastic prescription bottles
and other medical dispensers. Seconded by Ms. Coombs. So
voted, unanimously.
There being no further business before the Board of Health,
the Board voted unanimously to adjourn at 7:51 to reopen as
the Board of Selectmen.
