BOARD OF HEALTH/BOARD OF PUBLIC WORKS
The Minutes of the Meeting of Wednesday March 28, 1990 at 7:30 PM.
The meeting was held in the Board of Selectmen's Hearing Room, Town
and County Building, Nantucket, MA 02554. All members of the
Board were present. Chairman Sevrens called the meeting to order
at 7:30 PM.

Reading
Public Hearinq to Consider Adoption of Minimum Standards for
Keepinq of Animals. Mr. Grossman moved to reaffirm and reimplement
Chapter VIII of the Board of Health regulations which was
originally adopted in 1931 and to reaffirm retroactively the $5 fee
for the keeping of animals. Seconded by Ms. Coombs. Mr. Bourgoin
noted that this did not mean that people would be back-charged. So
voted.
Health Inspector Richard Ray explained the proposed new minimum
standards for the keeping of animals which would amend Chapter
VIII: he stated that certain sections of the regulations are
already required under state regulations. He stated that these
regulations were drafted based on regulations of the town of
Hamil ton. The following people spoke against adoption of the
regulations: Andrew Lowell, John Hussey, Linda Williams, Mike
Gordon and Karen Powers: these individuals felt that the proposed
regulations were too vague, and that there was room for abuse by
the enforcing authority. Mr. Ray stated that the intent was to
protect animals from abuse by people who do not know how to care
for them as well as to protect the environment. Ms. Coombs stated
one concern with the regulations was the 100' distance from ponds.
After a lengthy discussion, Mr. McLaughlin moved to postpone the
matter indefinitely. Seconded by Ms. Coombs. Mr. Grossman and
Chairman Sevrens were opposed to the motion. So voted, 3 votes to
2.
The Board generally thought it would be a good idea for animal
owners to meet with the Health Inspector and the Animal Inspector
to address specific issues and come up with a workable set of
regulations.
Public Hearinq to Consider Adoption of Specifications for Sanitary
Sewers for Nantucket. Mr. Viera moved adoption of the
Specifications as amended by the Planning Board. Seconded by Ms.
Coombs. So voted. Mr. Willett stated these regulations would no
longer allow private contractors to tap into town-owned sewer I
mains; that the staff of the DPW would now do this. Mr. willett
added that all preparatory work would be the responsibility of the
contractor.
Discussion of Scrap Metal Collection Procedures. Mr. Viera read
Mr. Willett's memo dated March 6, 1990 requesting a policy decision
regarding commercial disposal of scrap metal. After a brief
discussion in which the Board generally agreed that commercial
haulers should not be allowed to bring scrap metal to the dump, Mr.
Grossman moved to authorize the DPW Superintendent to establish
regulations for admission and deposit of scrap metal and return to
the Board for ratification of the regulations. Seconded by Mr.
MCLaughlin. So voted.
Recommended Wording for the Plaque for the Surfside Wastewater
Treatment Facil i ty . Mr. McLaughl in moved to include the names
Norman Lanman, Sewer Project Advisor and Jeff Willett, DPW
Superintendent along with the names of the Engineer and Contractor,
and to simply place "Board of Selectmen" rather than list the names
of the Board members. Seconded by Mr. Grossman. So voted.

Ms. Ellen Ray urged voters to vote yes on Question No. 2 on the
April 10, 1990 Annual Town Election.
There being no further business before the Board, the Board voted
unanimously to adjourn at 8: 46 PM to reopen as the Board of
Selectmen.
