Enforcement of Harbor Pollution Laws: Discussion. Mr. Viera read
Mr. Stephen Bender's letter dated February 13, 1990. Mr. Grossman
asked if there had been policing of the policy. Mr. Richard Ray
said that the Health Department did not have the time or manpower
to do this. A discussion ensued about pollution in the Marina,
pollution from fishing vessels, and boats on moorings. Mr. Grossman
said these should be treated as separate issues. Ms. Coombs said
they all fall under the same regulation. Health Inspector Ray said
he did test the water in the marina and found the boats had no
impact on elevated levels of coliform bacteria. Mr. Grossman
suggested that Mr. Basset be notified that the Town holds First
Winthrop responsible for compliances with the Town I s bylaw for
boats in the boat basin. Mr. Steve Bender stated that no progress
has been made in this area and questioned whether Mr. Ray was doing
his job. Mr. Grossman moved to have a liaison meeting with the
Health Inspector, the Marine Superintendent and representatives of
SHAB within the next 3 weeks to discuss the problem of harbor
pOllution. Seconded by Ms. Coombs. So voted.

II unless it is directly sprayed into the water. I
I There being no further business before the Board, the Board voted
