HomeMy WebLinkAbout1989-06-07 'I BOARD OF HEALTH The Minutes of the Meeting of Wednesday June 7, 1989 at 7:30 PM. The meeting took place in the Selectmen's Hearing Room, Town & County Building, Nantucket, MA 02554. All members of the Board were present. Chairman Sevrens called the meeting to order as the Board of Health/Board of Public Works at 7:29 PM. Approval of the Minutes of May 3, 1989 at 7:30 PM: Mr. Viera moved approval; seconded by Ms. Coombs. So voted. Reading of the minutes was waived. Request for Comment on Proposed Subdivision located on Old South Road/Macy Lane: Mr. Viera read a letter from Health Inspector Richard Ray describing the proposed construction which would result in an effluent flow of 2,755 gallons per day. Mr. Ray said this would produce an undesirable level of nitrates in the area. He recommended that the subdivision owners be required to either connect to an approved sewer line or elevate the septic design closer to ground level and also construct a semi-permeable clay lining at the bottom of the leach area. After brief discussion, Mr. Viera moved to send a recommendation to the Planning Board stating that the aquifer should be protected by one or the other of the options described in Mr. Ray's letter dated June 6, 1989; seconded by Ms. Coombs. So voted by 3 to 1 with Mr. McLaughlin opposed and Mr. Ramos abstaining. Attorney Richard Glidden asked for an update on the sewer system permits. Executive Secretary Lee Bourgoin said that the Town had not yet come to an agreement with the State. Mr. Glidden said resolution was needed immediately. Mr. Viera moved to request Mr. Bourgoin, DPW Superintendent Jeff Willett and Sewer Project Advisor Norman Lanman to move forward with regulations and the agreement with the State; seconded by Mr. McLaughlin. Mr. Bourgoin said that a report on the subject was scheduled for the Executive Session of the present meeting. Mr. Viera withdrew his motion. Stephen Bender said that the license issued by the Division of Water Pollution Control to Sherburne Associates did not allow discharge of sewage. He recom- mended that the Board of Health ask First Winthrop how they intended to comply with the state laws. He said that the primitive fueling facility caused daily spills. He said that boats without holding tanks were rented overnight as were boats that exceeded the holding capacity of the basin. He said the basin was not monitored for dumped pollutants. Mr. Ramos moved to request Mr. Bender to provide his information to the Board of Health and Marine Superintendent Rezendes; seconded by Mr. Viera. So voted. There being no further Works, the meeting was Submitted for approval business before the Board of Health/Board of Public adjourned at 8:26 PM to reopen as the Board of Selectmen. y-J the~~day of June 1989.
