HomeMy WebLinkAbout1989-05-03 BOARD OF HEALTH The Minutes of the Meeting of Wednesday May 3, 1989 at 7:30 PM. was held in the Town and County Building, Nantucket, MA 02554. of the Board were present. Chairman Sevrens called the meeting at 7:29 PM. The Meeting All members to order Mr. Viera moved approval of the minutes of April 13, 1989 at 4:00 PM; and of April 5, 1989 at 7:30 PM; seconded by Mr. Ramos. So voted. Reading of the minutes was waived. Preliminary Water Quality Survey: Nantucket Harbor to Wauwinet Harbor. Health Inspector Richard Ray summarized this report which was done jointly with Woods Hole Oceanographic Institute. He said it was the first step in the Harbor cleanup and protection program. Mr. Ray explained the affect of algae bloom on shellfish and fish and pointed out the points in the harbor which were studied. The study revealed that there was more algae bloom as one moved further up in the harbor, with the lowest levels around Children's Beach and the highest levels around Polpis Harbor and Coskata Pond. He stated that the Land Council had funded the Woods Hole research but if the program were to continue the Town would have to come up with funding. He recommended a three-year study at a cost of $150,000 to $200,000. He stated that an eel grass study was also needed. Mr. Ray stated that Woods Hole was not sure what the cause of the algae bloom was, whether it is septic systems, boats or bird excrement. Ms. Coombs suggested that Mr. Ray continue to converse with the Harbor Planning Advisory Committee on this issue. Mr. Ray also stated a Water Quality seminar would be held at the Coffin School on May 12, 1989. Animal Inspector Nomination and Execution of Contract. Ms. Coombs moved to nominate Health Inspector Ray and C. Elizabeth Ranney for appointment as Animal Inspectors and approve Ms. Ranney's contract; seconded by Mr. Ramos. So voted. The Board voted unanimously at 7:55 to open as the Board of Health/Board of Public Works. Mr. Willett explained the need to change the policy regarding obtaining sewer connection permits from the DPW. Mr. Viera moved to change the Town's policy so that HDC approval would no longer be a prerequisite to obtaining a sewer connection permit from the DPW. Seconded by Mr. Ramos. So voted. Mr. Ray stated that traces of medical waste had begun to appear along Nantucket beaches; he urged that anybody who finds a syringe should immediately bring it into his office where he would dispose of it in a safe manner. There being no further business before the Board of Health/Board of Public Works, the Board voted unanimously to adjourn at 8:01 to reopen as the Nantucket Transit Authority.
