BOARD OF HEALTH
The Minutes of the Meeting of Wednesday March 29, 1989 at 7:30 PM. The meeting
took place in the Selectmen's Hearing Room, Town & County Building, Nantucket,
MA 02554. All four members of the Board were present. Chairman Cabot called
the meeting to order at 7:50 PM.
Mr. Viera moved approval of the Minutes of March 8, 1989 at 7:30 PM and of
January 25, 1989 at 7:30 PM; seconded by Mrs. Sevrens. So voted. Reading
of the minutes was waived.
Chairman Cabot opened a public hearing to consider a fee schedule of fines
for violations of the food service sanitation code. Health Inspector Richard
Ray explained the proposed fees which would range from twenty-five ($25) to
one hundred ($100) dollars. Town Counsel Paul DeRensis explained procedures
for enforcement, saying they depended on Town Meeting vote. Several represen-
tatives from local restaurants expressed concerns about the proposed fines.
Mr. Viera suggested publishing the proposed fee schedule in the newspaper to
familiarize the community. He moved to recommend that the Health Inspector
meet with representatives of the Restaurant Association to review the proposed
fines and then return to the Board of Selectmen; seconded by Mr. McLaughlin.
So voted.
Two requests for sewer connections with two-inch lines, one from Siasconset
and one requiring a two-inch line to run about one-half mile on public ways,
were presented to the Board. A letter from the Sewer Project Advisory Committee
recommended that the Board of Selectmen determine policy. Kevin Dale and Rob
Anderson each explained their problems with sewer connection requirements.
DPW Superintendent Jeff Willett said he needed time to review the situation
with the SPAC at their next meeting. He said that areas encompassing more
than 2,000 gallons per day would need a DEQE Sewer Extension Permit.
Health Inspector Richard Ray requested the Board's nomination as Animal
Inspector, but suggested the Board nominate another individual since he did
not have the time to perform these duties. The Board voted unanimously to
table the question.
Representatives of the Shellfish and Harbor Advisory Board requested that the
Board discuss enforcement of the clean harbor rules. The need for manpower
and boats was discussed. Mr. Ray said pump-out facilities would be available
at no charge from 1st Winthrop, but people were needed to run them. Mrs. Coombs
suggested that volunteers could help at busy times. Mrs. Sevrens asked if
SHAB members could be deputized. Town Counsel DeRensis said enforcement agents
could be appointed.
There being no further business before the Board of Health, the meeting was
adjourned at 8:55 PM to reopen as the Board of Selectmen.
