BOARD OF HEALTH
The Minutes of the Meeting of Wednesday, July 27, 1988 at 7:30 PM. The Meeting
took place in the Selectmen's Hearing Room, Town and County Building, Nantucket,
MA 02554. All members of the Board were present except Mr. Clute. Chairman
Cabot opened the meeting at 7:40 PM.
Mrs. Sevrens moved approval of the Minutes of the Meeting of July 20, 1988
at 7:30 PM; seconded by Mr. McLaughlin. So voted. Reading of the minutes was
waived.
The Board reviewed recommendations from the Harbor Planning Committee for
avoiding pollution in Nantucket Harbor. Letter read by Mrs. Sevrens. Mrs.
Sevrens suggested that shipyards in Madaket should also distribute materials.
Jim Gross of the Harbor Planning Committee said that they now have regulations,
so enforcement is the key. No pumpout at all is allowed in Canada. Chlorine
treatment kills shellfish and electrical treatment leaves the nutrients. Mr.
Gross suggested that the Marine department should hand out the information.
Mr. Viera agreed in principal, and also suggested a Board of Selectmen letter
to Coast Guard to ask for assistance in enforcement of dumping of untreated
effluents. Motion by Mr. Viera that this letter be sent to encourage visibility
of Coast Guard. Mr. Viera's motion died for lack of being seconded. Inspector
Ray said the regulations are now being printed; they will be posted and handed
out to several locations to reach the boating public thoroughly. Proper
enforcement would cost $100,000 for four months (four Boston whalers with two-
man crews). The Marine Department is preliminarily looking into the feasibility
of placing a pumpout facility at the end of the Town Pier. Chairman Cabot
said that a Town pumpout facility should be a priority. Mr. Viera suggested
that the Harbor Planning Committee look into the possibility of modifying the
I lease for the Town moorings to require periodic pumpouts. Mr. Gross suggested
that Town facilities include water supply which would only be available if the
boats pump out.
A newly established Smith Point Conservation Association will start tomorrow
morning at 9:00 AM to pick up debris from the beaches in that area. They
request assistance from the Department of Public Works in collecting the filled
plastic bags; Mr. Gardner said this would be no problem.
Chairman Cabot suggested that Board of Selectmen send a letter to the Marine
Department so that lifeguards spend a couple of hours each day in picking up
trash at the beach. All Board members were in favor.
Inspector Ray said that the trash on the beaches is much worse this year. He
believes that this is washed in. Mrs. Jean Crappsey suggested that if public
groups pick up the trash, the Town should have a big party for them at the
end of the summer.
Mr. McLaughlin recommended that a letter be sent to Sonny Butler to increase
the water pressure on the drinking fountain on Lower Main Street in front of
the Pacific Club.
There being no further business before the Board, Chairman Cabot adjourned
the Meeting at 8:22 PM to reopen as the Board of Selectmen.
