HomeMy WebLinkAbout1988-07-13 BOARD OF HEALTH Minutes of the Meeting of 13 July 1988 at 7:30 PM. In attendance were Selectmen Chairman Cabot, Mrs. Sevrens, Mr. McLaughlin, and Mr. Viera. Mr. Clute was absent. Chairman Cabot opened the Meeting at 7:30 PM. Mrs. Sevrens moved approval of the Minutes of 16 December 1987, 23 March 1988, and 6 July 1988 at 7:30 PM. It was noted that the reading of the Minutes was waived. Seconded by Mr. McLaughlin. So voted. Variance Request for Septic System Repair by John and Barbara Pearson. Variance~ are requested from three sections of the Madaket regulations for an existing i single family dwelling. Inspector Ray was present to recommend granting the variances with the stipulations that (1) the well be relocated prior to installation of the leach facility and (2) the proposed septic system be sized to service I a three bedroom dwelling. Mr. McLaughlin motioned approval. Seconded by Mr. Viera. So voted. Proposed new fee schedule for permits and licenses issued by the Nantucket ,Board of Health. The new fee schedule, recommended by the Health Inspector, Ihad been tabled for one week. Action was now taken. Mr. Visco spoke to say that some of the new fees are high, especially for some first time homebuilders;i but there must be one set of standards. He suggested an exemption for first-tike homebuilders. Inspector Ray said that the 500 gallon capacity system was for up to a four, bedroom house. Mr. Viera asked whether there had been negative correspondence, Mr. Bourgoin answered no. Mr. Viera suggested the fees are needed for the Health Department due to financial constraints. Mrs. Sevrens suggested $50 for the 500 gallon system, Mr. Viera agreed. Mr. Viera motioned to set the fees as follows: $50 for a 500 gallon system and $100 for a 1000 gallon system and $300 for over 1000 gallons. Not seconded. Mr. Tillotson cautioned against the legality of special exemptions and said the new costs are in line. Mrs. Sevrens motioned to approve the fees as in Inspector Ray's letter. Seconded by Mr. Viera. Mr. McLaughlin was opposed. Chairman Cabot voted for it in order to enable the motion to pass. Inspector Ray thanked the Rotary Club for providing a dissolved oxygen meter. The Board of Selectmen will send a letter of thanks to the Rotary Club. Inspector Ray submitted a letter to the Board requesting a delay of 90 days before opening Sesachacha Pond in order to allow additional testing by a ground- water hydrologist and using the dissolved oxygen meter. Mr. McLaughlin motioned to take no action on the letter, seconded by Mr. Viera. So voted. Ii IValentine Realty Trust. A design review agreement for engineering services !I by Weston & Sampson is to be executed, along with a letter of understanding Ii that all costs will be paid by Valentine. Mrs. Sevrens motioned approval with .the understanding that Town Counsel would sign the contract before it is given ito the developers. Seconded by Mr. Viera. So voted. Mr. McLaughlin stood opposed. ;1 " !Demolition debris from Cyrus Peirce. Due to the fast-approaching deadline and the size of some of the structural members, the School Building Committee requestes a waiver from the six-foot length constraint for debris deposited in the landfill. Mr. Borchert says that some pieces may be a couple of feet : longer than 6 feet. Mr. Gardner says there would be no problem at the dump, there will be a controlled burn. Mr. Borchert is using his judgement is selling salvaged items. Checks are to be placed into the Town's General Fund. Mr. . Viera motioned approval of the waiver. Seconded by Mrs. Sevrens. So voted. BOARD OF HEALTH/BOARD OF PUBLIC WORKS There being no further business for the Board of Health, Chairman Cabot adjourned the Meeting at 7:54 PM to open as the Board of Selectmen.
