Minutes of the February 25, 1987 Meeting
The meeting was called to order at 7 :53 p.m. by Chainnan Cabot. All
members were present excepting Mr. Grossman. Also present was Inspector of
Health Richard Ray.
The Board reviewed a request for Variance fran the Madaket Regulations
for septic systems: Edmond Corry, New Hampshire Avenue-Madaket. In a letter to
the Board, Inspector of Health Richard Ray noted the following:
~~1 - 150 feet must be maintained between all wells and leach facilities!
(only 102 feet is available); I
~~2 - A reserve area must be provided 15 feet away fran the actual septa$e
area (only 10 feet is available);
~~3 - No leach facility shall be located closer than fifty feet to a
property line (there is only 11 feet available).
Inspector Ray noted that this request is based on an existing structure
with a failed septic system, "the new system...offers maximum protection of
owner and abutters wells...." , and that his office would reccmnend granting
the variances for the single-family, three bedroan, dwelling. Mr. Clute moved
to grant said variances on Inspector Ray's reccmnendation, seconded by Mr.
Gardner, so voted.
The Board reviewed a request for Variance fran the Madaket Regulations
for septic systems: Thanas Crowell, Tennessee Avenue-Madaket. In a letter to
the Board , Inspector of Health Ray noted the following:
~~1 - 150 feet must be maintained between all wells and leach facilities
(only 102 feet is available);
~~2 - A reserve area must be provided which will sufficiently replace th
capacity of the original leach area;
~~3 - No leach facility shall be located closer than 50 feet to a proper y
line. If the property abuts a roadway, the road may be included in this figur .
(only 40 feet are available).
Inspector Ray noted that this is an undersized lot canpranised by its
nearness to Hither Creek, "Placement of a system in clean soil to the north or
west of the proposed leach area would, I believe, carry with it the potential
for leachate intrusion into Hither Creek." Inspector Ray recommended the
granting of these variances with the following stipulations:
"When the proposed system fails and replacement becomes necessary,
1.The existing system shall be excavated a minimum of ten feet In a 1
directions from the trenches.
2.Clean fill shall be deposited in the excavated area and a new sys em
shall be designed for said area."
Mrs. Sevrens asked about how long until the system failure would cause
these measures would be taken. Inspector Ray stated that ten to fifteen years
would be average, twenty years with the 'bes t care' being taken. Rather than
fill the system with sand (as is comnonly the procedure) the system would be
repacked with clean fill after the removal of the unusable 'unclean' fill.
This should protect Hither Creek fran contaimination. Mr. Clute moved to gran
these variances subject to the reccmnendations and stipulations of Inspector R
seconded by Mr. Gardner, so voted.
Due to the recent power outages experienced throughout the tOl
Ray wished to ask that the owners of restaurants, lodging houses
halls check on their emergency lighting as reserve batteries may have been
up and may need to be replaced for the protection of the public safety.
There being no further business before the Board, the meeting adjorned
at 8:03 p.m.
