BOARD OF HEALTH
Minutes of June 18, 1986 Meeting
The meeting was called to order at 7:30 pm by Chairman Cabot; all members were
present. Mrs. Sevrens moved approval of hte June 11, 1986 minutes; seconded by
Mr. Clute; so voted.
Alex Kovel, Esq. was present to field questoins and make recommendations regard-
ing his company's proposed Tick Control treatment program. Although he had hoped
that he would have a committment from the Town earlier this month, Mr. Kovel sugg-
~sted the possibility of having the Commonwealth's Department of PUblic Health
~eclare Nantucket a "local emergency" situation, which could supercede federal
~overnment requirements for the final approval of the treatment pesticide to
be used. Mr. Clute questionsed that state approval was usually linked to a
direct area.

m~s. Sevrens questioned how this pesticide might effect the owl and hawk population.
~~s Tifney from UMASS stated that he had been in contact with the specialist
~~ the island as concerns the endangered species as well as other species which
may be effected as they prey on mice -- there does not seem to be evidence that
+~ce in the proposed treatment areas are fed on by these birds.

~F' Clute asked if it does not work more as a repellant as opposed to an insecti-
~~de. Richard Ray, Inspector of Health, stated that Dr. Spielman has noted

nthis project as concerns potential hazards to people as wlelas land, and
s the area proposed tor treatment includes private property, Mr. Kovel stated
,hat he has arranged to meet with Town Counsel Vaughan to discuss this situation.
tr. Grossman noted tht the Insurance advisor be consulted as well.
I~r. Kovel stated that his firm has authorized production to begin on these
11rOducts for Nantucket, and would like final decision by June 23rd, but since
I he Board meets next on the 25th of this month, will give us an extension until

s concerns the matter of Water Quality Testing at the Childrens' Beach and
he Francis Street Beach, Richard Ray, Inspector of Health, presented the Board
ith new findia and a possible answer to the problem. He noted that each
each has storm drain pipes which empty into the water at those locations,
nd that the fecal coliform bacteria counts in and aroudn those pipes are contin-
ally higher than the other water in the beach area. However, as the fecal
aliform counts increase at the pipe, it increases on the beach as well. His
uggestion, therefore, is to put a temporary removable "plug" in these pipes,
nd see if this will help. His hope is that it will eventually lead him to
iscovering if and where there may be an illegal hook-up between a sewer and
he storm drain line. Mr. Clute moved to insert the pulgs; seconded by Mr.
ardner; so voted, with Richard Ray requested to report back to the Board on
une 25, 1986.
