HomeMy WebLinkAbout1986-04-30 Board of Health Minutes of April 30, 1986 Meeting The meeting was called to order at 7:40 p.m. by Chairman Cabot; all members wer~ present. Mrs. Sevrens moved ~PPXQval of the ADril 9. 1986 meetinq minutes; sec~ onded by Mr. Grossman; so voted. Inspector of Healtb Richard Ray, presented the Board with a yariance request i from Mr. George Hano. Massachusetts Aveneu. Madaket. The request was to install: a new septic system across Madaket Road, on a lot owned by Mr. Hano, to take on I the needs of a proposed added bunkroom in the garage. Speaking on behalf of Mr.1 Hano, Mr. Norman Chaleki descrived the presently existin conditinos of the septip system, and those surrounding it, and advisedthe Board as to the proposed chang~, with the use of a map of the area. ' Using the same map, Mr. Ray described for the Boardhis determination concerning the proposal, as noted below, requesting a denial of said vairance request: Subsection 1 - which mandates 150 feet be maintained between all leach facil ities and wells. Subsection 2 - which requires all leach facilities to be located on the same lot whose structure they serve. Subsection 4 - which requires a distance of fifty feet be maintained between each facility and property line. , For the below noted reasons, this office recommends NOT granting these variances II 1. The present existing structure is still functinoing properly and serves a three bedroom structure. Said system does not meet Madaket Regulations' req- I uirements for proper distances, so it is to be considered a tenuous system. 2. The applicant proposes to relocate on existing leach field on a separate I lot across Massachusetts Avenue, which although increases the distnace bet- ween his leach and most abutting wells, it still does not satisfy the Madaket Regulations for distances, thereby still leaving us with a tenuous situation. 3. This relocation is prompted by the applicant's intention to increase th leach field in order to add a fourth bedroom to an already tenuous situation. 4. To be noted is the actual decrease in protective distances from 179 feet 106 feet between the applicant's leach facility and the Gatto property well t to the south. I ,I IIIn noting that the existing system was installed after an old system had failed" Mr. Ray suggested that thif the present system should fail, then the Board shoul~ re-evaluate the situation at that time. A motion to uphold Mr. Ray's suggestion for denial was made by Mr. Gardner; seconded by Mr. Grossman; so voted. variance request from Ms. Mary Ann Eqan was presented to the Board concerninq I the septic svstem for the Cedarcrest One Subdivision. Mr. Ray's recommendations ere presented a sfollows: I I 1. Lots 1 through 15 and 60 through II 2. These lots must be reperced when selected. I Based on these recommendations, Mr. Gardner moved to approve, with the approval, Irf the Planning Board; seconded by Mr. Clute; so voted. r. Ray then presented to the Bard a proposal mandating that all food service stablishments which meet the following requirements should have grease traps installed at their locations: 73 are acceptable for septic system desig*. more definitive dwelling locations are I (interceptors) II I! I 1. All food service establishemnts hereinafter descrived, shall install prior to June 1, 1987, a grease interceptor filter, or other equipment acceptable to the Board of Health, which shall effectively remove all grease from drain water discharged to a sanitary sewer line. 2. Said inceptor shall be connected to and located down gradient from all dishwashers, sinks and floor drains preseding the discharge of their gray waters into the Town sanitary sewer. 3. Said interceptors shall be easily cleanable and checked daily for grease build-up. 4. Said regulations shall apply to: a. All food service establishments having a seating capacity of 25 seats or more. b. All food service establishments serving shallow or deep fried foods for consumption off premises. c. Any food service establishment not strictlydefined as being in the above noted categories but in the opinion of both the Health Agent and DPW Superintendent as contributing substantial grease particulates to a Town sanitary sewer line. 5. Failure to comply with these regulations shall result in non-issuance or revocation of the establishment's Food Service Establishment License. Mr. Clute moved approval of Mr. Ray's recommendatioQ seconded by Mr. Grossman; so voted.
