HomeMy WebLinkAbout1984-10-24 II BOARD OF HEALTH Minutes of October 24, 1984 Meeting II I The meeting commenced at 7:35 p.m. with the following members present: Chairman Bernard D. Grossman, Charles "Jack" Gardner, Harry "Bud" Clute, Rogers "Skip" Cabot, Nancy Sevrens, and Acting Executive Secretary Barbara M. Dale. Richard L. Ray, Health Inspector also in attendance for discussion. Minutes of September 26, 1984 were read and waived on a motion of approval from Selectmen Cabot, Selectmen Clute seconded, so voted. Variance Request from Madaket Regulations: Owner: Robert Ray, corner of Tennessee Avenue and C Street: Request from Richard L. Ray, Health Inspector, for variances from sections 1 and 4 of the septic system serving an existing dwelling. I I I Mr. Ray explains that Section 1 of the Madaket Regulations required alSO foot separation between all wells and leach fields. "On the subject lot, there is presently a 46 foot separation between the existing well and the failed leach facility. The relocation of the new leach facility will increase the distance to a maximum 78 feet. Due to the placemen~ of existing abutting leach facilities, relocation of the subject well is not recommended". "Section 4 of the Madaket Regulations requires a fifty foot distance be maintained between the leach facility and property line. On the subject lot, increasing the distance between the leach facility and the well necessitates encroachment on the property line set back requirement due to the small size of the subject lot. Although this variance from Regulation 4 constitutes a substantial reduction in mandated distances (50 feet to 11 feet), this placement of an new leach facility effects improvements to a previously tenuous situation". I II I I I I I I I I I I "In conclusion, I would recommend granting these variances for the above noted reasons. I would also request that this situation be declared an emergency in order to effect immediate repairs". Discussion followed in regard to other old systems,which others would come forth for variance requests. Mr. Ray stated in Madaket there were probably 100-125 old systems. Mr. Chairman referred back to September 26, 1984 minutes and asked for follow-up on recommendations. Mr. Ray stated he would talk to Mr. Oliver this week and report on inspecting holding tanks in the harbor as an anti- pollution measure. Being no further business of the board, the meeting adjourned at 7:40 p.m. Selectmen Cabot motioned to approval, seconded by Selectmen Clute, so voted. BOARD OF HEALTH ~ /I,~de Barbara M.
