'III The Board of Health Meeting carmenced at 7:40 p.m. after a brief meeting
as County Corrmissioners. All mEmbers were present. Minutes of the
I September 12, 1984 meeting were accepted as typed and reading of the same

I Madaket Road; Carl ShuJrnan, ONIler: A letter from Health Inspector Richard L.
II Ray recarmending the Board grant certain variances from sections 1 and 4 of
the Madaket regulations for Mr. ShuJrnan' s property on Madaket Road.

I Mr. Ray noted that the available distances constitute a substantial improvement
lover the existing failed system. He recarmended the variance re':lliest with
I the following stipulations: 1) A disposal works permit shall not be issued
I until evidence of propery well relocation is sul:mitted to this office, and
II 2) structures on the subject lot shall be limited to a total of three (3)
, bedrooms.

Mr. Ray explained that at least 99.9% of variances are for existing structures
and constitute improvements to what is usually failed systems. Does not
danger the abutting property, but is a safeguard.
Department of Environmental Quality Engineering: Water Pollution at Children's
and Francis Street beaches: In response to a letter sent fran the Board to
Governor Dukakis for state assistance with the water pollution problems
plaguing Childrens and Francis Street beaches, Deputy Regional Environmental
Engineer Robert P. Fagan made reccmnendations to be taken by the TONIl.
Mr. Cabot read the letter recorrmending resampling and testing colifom, fecal
colifom and fecal streptococcus after a significant rain event, flushing of
I, all stom drains with clear water prior to stom event should fecal colifo:rm/
I fecal streptococcus ratios be low, preparing of a map of all stom drain inlets
II and outfalls in the affected areas, etc. Mr. Oliver and Mr. Ray both agreed
that IlOst of the testing addressed in the letter had already been done.
Ii There was not much additional information offered. The Board so noted.

Being no further business before the Board of Health, Skip Cabot rroved to
adjourn at 8:10 p.m., seconded by Skip Cabot, so voted.
