Report on Tainted Tuna: Mr. Cabot read a letter from Health Inspector
Richard L. Ray reporting on a small outbreak of food poisoning last Saturday
afternoon. He said that extensive investigation led to a large tuna fish
caught off shore and hung up for an extended period of time on dockside fish
scales and then sold to an unsuspecting fish retailer who in turn sold to both
private citizens and a few local restaurants. Mr. Ray said all fish has
been removed from circulation and destroyed. He further explained that 98%
of poisoning goes unreported. He said that it was a private fish and not
the Angler's Club's responsibility which is where it was hanging.
Revising Regulation Relative to Water-Bourne Conveyances Used as Residences:
Mr. Ray also had a letter commenting on the regulation passed by the Board
at its June 20, 1984 meeting. He said that the sentance "certifying as to the
adequacy of its sanitary facilities" has left these regulations in a posture
too limiting to address the intent of the regulations." Mr. Ray recommended
the Board adopt the following:
1. "No person shall use as residence any boat, vessel, raft, float or
other water-bourne conveyance in Nantucket Harbot, Polpis Harbor,
or Madaket Harbor, or any creek or estuary thereof without written
permission from the Board of Health or its agent."
2. "Relocation of any and all vessels subject to this regulation will
be performed by either the Health Agent or Marine Superintendent."
3. "Any person violating this regulation shall be punished by a fine
of not more than two hundred dollars ($200) for each offense and
each day that such violation continues shall be considered as a
separate offense."
The Board asked Mr. Ray what the standards would be for giving permission.
Mr. Ray said that they would check each case and review for sanitary facilities
and then assign an area. Mr. Gardner said he would approve if there was an
emergency stipulation for boats to head up to the harbor during storms.
Mr. Ray said that would be no problem.
Bud Clute then moved to approve the amended regulations with the exception
during adverse weather conditions, as determined by the Marine Superintendent,
seconded by Jack Gardner, so voted.
Francis Street Beach: Mr. Ray explained to the Board that with regard to the
beaches and high colorform counts, that he had a few ideas before spending
lots of money. He said he has scheduled an appointment with the DEQE who
are going to come down and look into the problem. He plans on giving them
a history for the last few years as well as tidal charts, etc. He said the
beach is closed and will inspect on a 48 hour basis.
The Board so noted.
Being no further business before the Board, Skip Cabot moved to adjourn the
meeting at 8:05 p.m., seconded by Jack Gardner, so voted.
