The Poard vaited for Mr. Eernard to arrive and when he did not they started
the public hearing witmut him present. He did arrive ten minutes into
the meeting witffiu t counsel.
Mr. Ray openErl tre meeting l:2r explaining to the Ibard that inspection re];Orts
on the proper-ty at 121 Orange Street rave teen made since 1979. At no t:ime
lRs Mr. Benla.rd tried to improve his proper-ty. The latest inspection
report wore the Ibard states tlRt the property at 121 Orange Street
is unfit for hlrna.11 habitr.l.tion. TlEre is no heat, no rot vater, the wiring
in the roilding is very dangerous and needs extensive VDrk. There are insects
and rodents present in the ro ilding . T te pulmbing is also not VDr ki.n:f
proper-lYe Mr. Ray said that most of the exterior structures have tEen rerovErl
to alleviate any safety hazard to the general public, rot tlRt Mr. Pernard
and his friends srould not tanain inside the roilding.
The B1ilding Inspector said that things v.ere improving ocrne months ago, rot
lately nothL"l:J lEs rea.lly transpired. Ther-e are still real severe inadequacies
with plumbi.."l:J, electricity.
Mr. Bernard spoke on his own behalf. He said he couldn It fix the problems
l:Ecause he did not lRve the money. His only incane is fran YBlfare.
Mr. GrOSSTan discussed the social aspects of the problen. There is no place
for Mr. Ber-nard to go. He suggested to tte Board that Mr. Bernard needs
sane help on his problems.
Attorney Vaughan said the Attorney Scandurra vas unable to cane to the meeting
rot that he will get in touch with him and see v.here ocrne of Mr. Bernard IS
problens stand.
The Ibard did not vant to take any action until r-rr. EErnard could speak
to his COUIlsel.
The Poard agreed that Mr. Bernard w:uld need at least 48 rours to look into
alternatives and spook with Jctr. Scandurra.
r-tr. Grossnan then moved to condann the wilding at 121 Orange Street as
unfit for hrrnan lRbitation, and to l::cE.rd up the ruilding after 48 rnurs fro
this meeting once r-'lr. Bernard had left the pranises, rut to look into other
options in the near future for Mr. Bernard i. e. unp:l.icil.(taxes, liens on the
property, etc., and to allow lice.'1sed pers::mnel to enter the roilding at
any time to fix it up smuld Mr. Bernard find the resources to do so,

Tte Ibard asked Mr. Bernard if he understood the vote to vhich he ansvB:"Erl

Mr. Vaughrm said he w:JUld get a report to the Ibard once he spoke with
Mr. Scandurra in Hyannis.
