Emergency W:>rk at Surf side Sewer Beds: The state's D2pa.rtnEnt of EnviroIlIT'eI1tal Quality Engineering has ruled that OUl:." local :!baro of Health, acting under Title I, 310 GR 11.05 (1), is the proper authority for declarirB an arergency at the Surfside sewer :teds to pennit "te:rporary" remedial ITeasurers. The plan developed by Ehgineer Fred Roland and approve1 by the :!bard of Select:rren on May 5, 1983 is now sub rnitted to the R:>ard of Health. Mr. Bergman reported that Town Comsel ruled that the Town may expend rronies fran Artcle 90 of the 1980 Annual Town MeetirB even thmgh the planned activity is not grant eligible. Also ne:ptiations are takirB place with the owners of the property invovled (Surfside Realty '!rust) for a license to use their land for the construction of "Tarporary" sewer beds. Mr. Roland is also presenting the plan to the Conservation carrnissian for their approval. Mr. Grossman rroved approval subject to the written consent of the owners to precede) seconded by Blrl Clute, so voted. Reappoinbnent of Health Inspector: Mr. Bergman reported that Richard L. Ray's CULrent three-year tenn as inspector of health will expire on or about June 30, 1983. He is requestinJ another three-year tenn according to Chapter 41, section 102B. BLrl Clute rroved to appoint ML. Ray to another tln:-ee-year tenn, seconded by Bernaxd Grossmm, so voted. Request for Camon Victualer License: Mr. Ray reported that LaUl:."a Evans I was requestinJ pennission fran the Board to Seafocrl to the mats fran 3: 30 to 7: 30 p.m. Mr. Ray said this was the third proposal, another one fran Diane Coanbs to sell seafocrl and one from Yachter' s Dream Delivery to sell baked gocrls has been sul:mitted. MI::'. Ray said that all three have proper storing facilities but that since they are not cooking focrl, they do not need I a camon victualer license. Mr. Clute said that the R:>ard does not allow door to door delivery which this is. MI::'. Gardner said that people on the mats Ccm2 here for privacy and peace and quiet.
