BOARD OF HEALTH
Minutes of April 27, 1983 MeetinJ
The Board of Health meeting commenced after a rather lengthy session as
County Commissioners at 8:33 p.m. All members were present. Minutes of the
April 2~, 1983 meeting were accepted as typed, and reading of the same was
waived on motion from Skip Cabot, seconded by Bud Clute, so voted.
Request for Temporary Housing: Robert Frazier and Karol Lindquist were applying
for temporary housing in a tent on the property of Fred and Joanne Hatfield
off Fairgrounds Road. The tent has plumbing facilities and a septic system
and cooking facilities. Health Inspector Richard Ray recommended to the
Board that the request be denied based on the fact that this tent was used
by the Hatfield's when they were building a house and needed temporary housing
until their house was finished. Mr. Frazier is not actively constructing a
dwelling. Further he stated that should the Board grant the request it
would set a precedent for others to place temporary dwellings on other
properties.
The Board discussed that they agreed with Health Inspector Richard Ray.
Bernard Grossman moved to disapprove the request by the Frazier and Lindquist,
seconded by Jack Gardner, so voted.

Mr. Frazier spoke on his own behalf. He said it's 1 ike musical chairs. The
Town needs to address this issue. He said that he feels like the victum.
'I He really has no choice. It is either something like this or leave the island.
Mr. Holdgate said it was a zoning by-law allowing no tents or trailors.
Mr. Grossman added the people put in the zoning laws to keep this out. Dorms
are not allowed; we are governed by the Townspeople.
~ Mr. Frazier said he had looked around and been above board. "Your decision
sounds like a pat no against housing."
i Mr. Holdgate said first go to the zoning Board of Appeals. The Board of
Selectmen can only issue temporary housing (30 days).
Mr. Ray said that he was a survivor of the war. The responsibil ity should
not be on the Board. If the Board opens up doors they will have more problems.
People are already building septic system larger than necessary, this allows
, owners to rent 'out grounds.
Mr. Ray said he remembered that the Board had asked Mr. Hatfield to remove
utilities once they moved into their house. Recommended that the Board review
Mr. Hatfield's letter and if so, ask him to remove utilities. Mr. Holdgate
moved to accept Mr. Ray's reocmmendation, seconded by Skip Cabot, so voted.
Bud Clute abstained.
Skip Cabot moved to adjourn at 8:45 p.m., seconded by Bud Clute, so voted.
