BOARD OF HE'ALTH
Minutes of Meeting of August 18, 1982
Chairman Holdgate called this meeting to order at 7: 33 F'M. All members were
present.
Minutes of the Meeting of August 11, 1982, were accepted as typed and reading of
the same was waived on motion by Mr. Grossman, seconded by Mr. Gardner, so voted.
wauwinet House Inn: Health Officer Ray addressed the Board and advised that septic
tanks will be used as holding tanks which will be pillllped out on a routine basis.
Perc test will be done next Tuesday morning. ManagEment has been advised that they
will have to go through the Conservation Ccmnission before they can scrape- can't
go through before September 6. Letter from Richard Ray dated August 17 read
wherein he fonnall y advises Board of the above and that fencing has been placed.
Attorney Richard Glidden addressed the Board and said, to clarify, the engineers
will have done the Perc test and have plans to Richard Ray as to what will be done
by next year by September 6. Mr. Grossman motioned to go forward with Health Officer
recarmendations with proviso that they take imnediate action as to Conservation
Carmission, seconded by Mr. Gardner, so voted.
SulXlivision Approval: Paul Cronin, OWner: One lot off Cato Lane: Mr. Clute
motioned to accept the recarmendations of the Health Officer, that is, (I) This
lot acceptable for septic systEm design and (2) Upon definitive selection of
the leach plaCEment site, the lot should be re-pierced in that location to ascertain
the levels at which clay is encountered. Seconded by Mr. Gardner, so voted.
SulXlivision Approval: Gena:rm Corp: Eight Lots off Appleton Road: Letter fran
Health Officer Ray read wherein he advises Board that (I) All lots are acceptable
for septic systEm design due to unifonn soil conditions and (2) All lots should
be re-pierced when more definitive housing sites are selected. Mr. Grossman
motioned that the recarmendations of the Health Officer be accepted, seconded by
Mr. Gardner, so voted.
Water Quality Testin51: Reoort fran Town Biologist Ken Kelly read wherein he advised
Board of results of August 17 water quality tests. Tests showed that the Washington
Street beach areas should be closed and Mr . Kelly further recarmended that warnings
should be made not to swim in either the boat basin or anchorage areas. Health
Officer Ray advised Board that he did close the beach in front of Francis Street,
on Washington Street, to swimners, yesterday. He further told Board that he felt
problEm arises fran holding tanks of boats in harbor but that only the Coast
Guard is authorized to board boats and check holding tanks out. He spoke with the
Ca:nmandant today and asked if a check could be made on a routine basis but was told
they did not have the manpower. He told Board the pamphlets we put out are still
heavily diSPenSed at the Marina but that boats using anchorage facilities might not
be aware. Chairman Holdgate directed that pamphlets be given to the Marine SuPer-
intendent for distribution to those boats. Mr. Grossman asked Mr. Ray to find out
the monetary Penalty.
There being no further business before the Board of Health, a motion to adjourn at
7: 50 F'M was made by Mr. Grossman, seconded by Mr. Gardner, so voted.
