HomeMy WebLinkAbout1982-08-11 II OOARD OF HEALTH Minutes of Meeting of August 11, 1982 This meeting opened at 7: 50 PM after a session as County Carmissioners. All members were present. Meeting was held in the Court Roan because of large attendance Minutes of the Meeting of August 4, 1982, were accepted as typed and reading of the same was waived on motion by Mr. Grossman, seconded by Mr. Gardner, so voted. Bearing: Wauwinet House Inn: Hearing had been scheduled on the petition of Attorney Richard Glidden on behalf of his client, Roger Bov.m:m appealing fran the Health Inspector's order that the wauwinet House Inn's failed septic system be replaced within 21 days. The order of July 26 stated "this system has deteriorat- ed to an open lagoon system which shall not be tolerated by this office as per Regulation 15.02 (20), "Discharge to Surface or Ground". Mr. Bov.m:m had been notified in writing of this Hearing. Attorney Richard Glidden addressed the Board. He said his client had no argument as to violation of State Code. System had been there as long as wauwinet House. Down to ocean. Covered with boards and grass. Always been that way, but boards have eroded. They are asking for a reasonable time to do this. A major operation.: They have contacted "Camp Dresser and McKee Inc", environmental engineers, to analyse the problem- whether to repair or replace. Client asking for 30 days to get through the bulk of the season. Hotel is booked. Need to keep operating. Not trying to avoid the problem. Just asking for 30 day extension. Won't in anyway jepordize the health and welfare of the citizens of Nantucket. Chairman Holdgate said asking for September lOth? Mr. Glidden replied "yes". Chairman Holdgate then asked Mr. Glidden haw affecting all those on wells in Wauwinet? Mr. Glidden replied that all are on Wauwinet House well. Mr. Gardner asked Mr. Glidden if this is running into the harbor. Mr. Glidden answered "no, towards it." Health Inspector Richard Ray then addressed the Board. He told Board that he first became aware of this problem during a routine inspection on July 8 and told Mr. :Bcwnan at that time that he would have to remedy. There are two large pits filled with sewage- problem- open. He gave them 21 working days to carply with law in order- approximately four weeks. Doesn't think that too short a time. Mr. Gardner asked if it was possible that they could get through sumner with a holding tank they could have pumped out every day. Mr. Ray replied that it was possible but it would require special permission from Board of Health. Mr. Roger Bcmman addressed the Board. He identified himself as an engineer. He said they have been trying to identify what systems are there. Seems there are three- two of which work fine. System that apparently has failed was sand leeching. Serves about ten rooms in the hotel. Assumes there is a holding tank of sane kind. It is not raw savage. Engineering company wants to take perc tests, etc. Wants :to design a system that will take care of all systems !1l1r. Clute motioned to back our Health Inspector and have sanething done by August i26. In interim, should certainly be fenced off. Suhnit plans to Richard Ray for 'tris approval and advise us back here one week fran today. Mr. Grossman seconded this motion and amended it to include: fencing be started tanorraw. Achieve safe 'and tem:p:>rary solution by August 26, 1982. So voted.
