BOARD OF HEALTH
Minutes of the Meeting of December 9, 1981
The regular meeting of the Board of Health was called to order at 7:40
p.m. by Chairman Holdgate. All members were present.
I 1. Surfside Road Ten-lot Subdivision: Report received and read from
Health Inspector Richard L. Rayon the subdivision at Surfside Road, owned
by John Boynton, noting the following:
All lots are acceptable for septic system design;
All lots should be re-perked when more definitive dwelling locations
are selected.

I 2. Two-lot Subdivision off Shimmo Road: Report received and read from
Health Inspector Richard L. Rayon the subdivision off Shimmo Road, owned by
I! Clifford Barbour, noting the following:
All lots are acceptable for septic system design without
I stipulations.

Motion to accept Health Inspector's report by Jack Gardner, seconded by
Don Oliver. So voted.
3. Four-lot Subdivision off Polpis Road: Report received and read from
Health Inspector Richard L. Rayon the subdivision off Polpis Road, owned by
Frank Conroy and Peter Solbert, noting the following: I
Lots 15 and 17 are acceptable for septic system design with considera-'
tion given to septic placement due to wetlands;
Lot 16 has an existing functioning septic system and was not perked;
Lot 18 is an existing lot which was not perked - no comments were
made concerning this lot at this time.
Bernard Grossman noted that this Subdivision is close to present propa-
gation beds and might possibly be a threat to same; also that this Subdivi-
sion is close to property that Mr. Jay gave to the Conservation Commission
and might threaten clamming beds in that area. Mr. Ray was asked by Chairman
Holdgate if he contemplated any problems of this nature; Inspector Ray stated
that he did not as the lots were located far enough away from these areas.
Further, he stated, the lots are so big that the septic systems can be located
i far enough away from Polpis Harbor to pose no problem.
Motion to accept Health Inspector's report by Bernard Grossman, seconded
by Roger Young. So moved.
4. The question of Seasonal Perk Testing was presented by Chairman
Holdgate. At last week's meeting, the Board requested Health Inspector Ray
to comment on the feasibility of limiting perculation testing to the three
months of highest ground water levels, as suggested by the Department of En-
vironmental Quality Engineering. Inspector Ray's report was received and read,
noting the following:
Health Inspector Ray does not consider this practice feasible for the
following reasons:
1. Marginal Variability of Ground Water: Consensus of opinion is that
ground water on Nantucket does not vary more than 12 inches in any 12 month
period;
2. Soil Conditions: Large deposits of iron ore, various types of rock
strata and wide ranging elevations of mainland soil is not typical of Nantucket I
soil with uniformly sandy soil and a few isolated clay pockets making consis-
tent perculation tests year round.
3. Volume: The Health Inspector would have to authorize over 300 percu-
lation tests in a period of sixty days, a virtually impossible task consider-
ing the extent of the work of his office.
Mr. Ray was thanked for his report. No action was taken.

5. Chairman Holdgate read a letter from Health Inspector Richard Ray
requesting the closing of the office of the Health Inspector on Thursday,
December 10, and Friday, December 11, in order to facilitate moving of his
office into new quarters.
Don Oliver moved that permission to close be accepted, seconded by Roger
Young. So moved.
6. Chairman Holdgate read a letter from Health Inspector Richard Ray
announcing the opening the opening of new office in the Town Building Annex
at 8 a.m. on Monday, December 14, 1981.
Roger Young moved that the letter be accepted as read, seconded by Don
OliVer. So moved.
There being no further business, the meeting of the Board of Health was
adjourned at 7:59 p.m.
