BOARD OF HEALTH
Meeting of February 25, 1981
The Meeting of the Board of Health was called to order by Chairman Holdgate,
with Mr. Gardner Mr. Knott and Mr. Oliver being present. Mr. Young was
absent.
Mr. Gardner made a motion to accept the Minutes of the Meeting of February 18,
as typed and waive the reading thereof. Mr. Knott seconded the motion,
so voted 3-0.
Mr. Richard Ray's letter to the Board of Health was read regarding questions
that have been raised pertaining to well drillers registrations and permits
on both the State and Local levels. Mr. Ray's letter noted that all persons
engaged in the business of digging or drilling wells within the State of
Massachusetts must be reGistered with the Massachusetts Water Resources
Commission, requiring a $10 fee. There are virtually no requirements of
equipment or expertise needed to obtain the above referenced registration.
With regard to local permits no provision has been adopted by the Board of
Health. Such provisions for local permitting were presented to the Board
for action as Section 1 of the Town of Nantucket Board of Health Well
Regulations on November 1,1980. At that time, the Board chose not to adopt
said well regulations, thereby negating attempts to institute local
permitting for well drillers.
Mr. Holdgate asked where anyone could get a license. Mr. Ray stated that
only he could give the necessary information out. Mr. Holdgate suggested
that t1r. Ray write an application. Mr. Ray stated yes. Mr. John McLaughlin,
from the floor, asked who requested license? Mr. Holdgate stated that the
Board did. Mr. OliversBtated that anybody can get a license to drill a
well , apply to the State.
There being no further business before the Board, Mr. Knott made a motion
to adjourn at 7:46, Mr. Gardner seconded, so voted 3-0.
