All members were present. inutes of the Meeting of October 22, 1980 were accepted as typed and reading of he same was waived on motion by Mr. Young, seconded by Mr. Gardner, so voted 4-0 ELL REGULATIONS~ Health Inspector Richard Ray's proposed "We11 Regu1ations" as resented at the Meeting of October 15 and then tabled to allow for time to be resented to those State licensed Well Diggers on the Island for their input was gain presented to the Board. Mr. Ray advised Board that a letter had been sent o known (by State License) Well Diggers advising them of this meeting and a cop f the proposed regulations were attached for their information. No written rep1i s ere received. ohn McLaughlin addressed the Board. He said he holds a State License. Has a1read aid the State for this License. Questioned double charge? Suggested local 1icens d perators not be charged. If someone comes from out of Town to dig, have them pay r. Oliver asked Ray if information on the card that goes to the State available o his office. He answered No. Ray further said that many people think that wells on antucket are "Registered". They are not. Presently, there is no way of knowing here the final well placement actually is. Attorney Richard Glidden told Board hat he thinks it is a wonderful idea that it could be a matter of record as to he actual placement of a well. Mr. Edmund Ramos addressed Board. He said that he s a licensed Well Digger with the State, is also a licensed Plumber with the Sta e, s the Town going to charge for that too? Suggested that after a well is driven t could be inspected and marked down as to location. Questioned the five day wai ing eriod for Permit. If your well goes dry tomorrow you will have to wait five days ill a replacement well in the same location require a Permit also? r. Servio, off-island Well Digger adressed Board. He said that re: the five days person is not supposed to be living in a house that has no water. Mr. Ray said e would not be against changing to one day. This was just to cover in case out 0 own. There is no one else who could take care of this, no secretary. Chairman oldgate suggested that anyone so authorized by the Board of Health could issue Permit for emergency-of replacement wells subject to the approval of the Health fficer. r. James Cooper addressed Board. He said there are no requirements for person to ig own well at present. Mr. Young asked if there is any requirement to tie into sewer line if you are located on one. Chairman Ho1dgate said he didn't think so ea1th Inspector Ray then addressed Section III of the proposed regulations re omp1etion Report Analysis. That an analysis of water/report will be filed. He sa d hat he has been working with the hospital to set up a laboratory situation so th t ater may be tested locally, but would recommend an Amendment to drop this requir - ent if the hospital does not see fit to go along wi~h this. Mr. Gardner asked hat the hospital would charge? Ray said it would be up to them but probably $20. 0 r $25.00. It is a one time test- initially. Mr. Knott asked about testing for re tau ants. Ray answered that these must be tested- generally four times a year. Mr.Ra s uggested that these Regulations are not ready for adoption by the Town- thinks T n hou1d have a place to send the water for testing. Mr. Knott motioned that this b ab1ed for one week, Mr. Gardner seconded this motion and amended it to in1cude hat a meeting be set up with Well Diggers and the Health Officer to thrash this round on Tuesday, November 4, at 4.15 PM, so voted 4-0. J AZARDOUS WASTE COORDINATOR: DEQE Report read. Mr. Oliver said that he and Se1ec ar ner have been working on this since last May with Richard Ray and Bud Clute o find a location. Have yet been able to come up with one. Thinks itsa tremendou dea to appoint a coordinator- that much material is being buried unknowingly at he Landfill, too close to the water table. Mr. Knott recommended the appointment f Richard Ray, seconded by Mr. Oliver, so voted 4-0. UTHEASTERN MASSACHUSETTS ASSOCIATION OF BOARDS OF HEALTH: Letter read wherein tice is given of the Fall meeting to be held Wednesday, November 19, 1980 at e Toll House, Whitman. Association dues are also asked to be paid. Topic of e meeting will be liThe Status of the Commonwealth's Hazardous Waste Program". .
