BOARD OF HEALTH
Minutes of Meeting of October 15, 1980

This regularly scheduled meeting commenced at 7:32 PM. All members were present
with the exception of Mr. Knott.
Minutes of the Meeting of October 8, 1980 were accepted as typed and reading of
the same was waived on motion by Mr. Young, seconded by Mr. Gardner, so voted 3- .
.PROPOSED WELL REGULATIONS: Report from Health Inspector Richard Ray read wherein
he advises Board that the attached proposed Well Regulations, would, if adopted,
isupp1y information concerning well placement (definitive), soil conditions and
water quality, etc. That presently, all control lies with the State and there is
vitua11y no local control over final placement or water quality.
Mr. Oliver asked Mr. Ray if he has been having problems in this area. Mr. R~
answered yes, there has been no control. There are presently between 10 and 20 r gu.
1ar Well Dri11erson the Island. That he sent out a letter about three months ago
asking them for a copy of the card they received from the State. The response ha
not been good. Copies of these Well Regulations would be sent out to these Drill rs
if approved. Attorney Driscoll spoke in favor of these Regulations being adopted no~
Said the 1973 Board thought they had adopted some but there doesn't seem to any
record. That it is a dangerous thing to be continued as is even for another two
weeks. A Mr. Leonard Servio addressed the BOard. Said he has been drilling here.
That they go by an approved Board of Health print. That we keep one, owner keeps onE
and send one to State. Attorney Driscoll asked Mr. Servio who told him where to
drill recent well for "Nantucket Co11aborative"- that it was drilled for on abut erl
property. Mr. Servio answered that that was a replacement well and direction was
given by the caretaker.
Mr. Oliver motioned to table this for two weeks and have copies of these Propose
Well Regulations sent out to all regular Well Drillers and ask them for their
comments and input before our Meeting of October 29, 1980, seconded by Mr. Gardn r,
so voted 3-0.
There being no further business before the Board of Health, a motion to adjourn t
7:44 PM was made by Mr. Young, seconded by Mr. Gardner, so voted 3-0.
