BOARD OF HEALTH
Minutes of Meeting of April 30, 1980

The Board of Health Meeting commenced at 8:10 PM after a brief session as County
Commissioners. All members were present. Minutes of Meetings of April 16 and
April 23, 1980 were accepted as typed and reading of the same was waived on a
moti'on by Mr. Young, seconded by Mr. Gardner, so voted 4-0.
Health Inspector Richard Ray's Letter to the Board dated April 15 re Water Qua1i
Testing and Article 123, 1980 Town Meeting, again read. Memo from Executive
Secretary Thurber as to telephone can from Wes Tiffany re testing equipment
available and possible loan read. Chairman Ho1dgate asked Mr. Ray if Mr. Tiffany
will loan us euipment or not. Mr. Ray said we do not know yet- School Committee
brought into this now, possibly a student involved. Marine Biologist could do wo
if he had proper equipment. Mr. Oliver motioned that Mr. Ray set up a meeting
as previously directed, seconded by Mr. Young, so voted 4-0. )l
Sa1e6f Shellfish and Finfish: Letter from Health Inspector Ray read wherein Boa d
informed that The Food and Drug Administration and the Marine Fisheries Departme t
have seen fit to dissolve the ban on sale of shellfish and finfish from vehicles
parked on Main Street- previously enforced because of contamination found during
selected inspections throughout Eastern Massachusetts. Mr. Ray advised Board tha
they now have the opportunity to (a) Prohibit such sales from any and/or all str ets
and/or roadways in Nantucket or (b) allow such sales, in season, from any, all 0
specified streets, roadways of Nantucket. Mr. Ray further recommended that if th
Board should determine to allow such sales, that they adopt his list of Regu1ati ns
to insure sanitary conditions on all vehicles selling fresh fish and shellfish t
the puBlic. Mr. Knott motioned that Health Officer Richard Ray's recommendations
be accepted, seconded by Mr. Oliver, so voted 4-0. Mr. Ray asked Chairman Ho1dga e
if there would be limited areas of such sales. Mr. Ho1dgate answered that this
will be at the Board's discretion. Shellfish Warden Ho1dgate addressed the Board
and asked if this was to be restricted to only native fish, Chairman Ho1dgate
rep1 ied only native. Mr. Ray stated that Regulations only have to be published
one time and then become effective and he would like them published in the May 1
1980 edition of the Inquirer and Mirror but had no funds to pay for ad before
July 1. Mr. Oliver suggested he ask Mrs. Giffin,I&M, if he could advertise now-
pay in July.
TETRACHLOROETHYLENE TEST RESULTS: As a matter of information, Health Inspector
Richard Ray's report to Board that independent Lab Testing for this problem, bei g
experienced elsewhere in Massachusetts,was arranged by Mr. David Worth, and ther
is no evidence of this chemical leaching into water supply through main lines
using this suspect type of pipe at this time.
PROPOSED'SUB~DIVISION/OFF ATLANTIC AVENUE/JOHN COOTE: Richard Ray's report that
all lots are suitable for septic system design due to the homogeneousness of san
soil and the absence of ground water at a depth of 12 feet~ and that Lot #9 is
severely limited in well point location due to an existing septic system on Lot 10-
this will also predicate the location of any septic system placed on Lot 9. Mr.
Gardner motioned that the recommendations of the Health Officer be accepted, sec nd-
ed by Mr. Knott, so voted 4-0.
There being no further business before the Board, a motion to adjourn at 9:24 PM
was made by Mr. Knott, seconded by Mr. Gardner, so voted 4-0.
