All members were prese t with the exception of Selectman Knott. WATER POLLUTION STUDY: Letter from Richard Ray, Health Inspector, read wherein he cites anticipated problems in meeting State mandated requirements re Water Pollution studies and testing whereas the Finance Committee did not recommend the expenditure he proposed. He asks the Board's direction and guidance to arriv at an equitable solution. Mr. Oliver commented that this Line Item is open and funds can be transferred and he sees no problem. Mr. Ray said he still hoped tha , as he requested in his letter, a meeting between the Board, Marine Biologist Kel y and perhaps Wes Tiffaney, could be held for more direction. Chairman H.ldgate t suggested to Mr. Ray that he set up a Meeting for 4:15 one 4iY and let the .ear4 know. CONDEMNATION OF BUILDING (GARAGE jUNFIT FOR HABITATION: Letter from Health Inspe t- or Richar Ray read wherein he advises Board that, in response to a complaint . that a garage belonging to Mrs. Emma Gray Mahoney of Jefferson Avenue is being used on week-ends as a dwelling unit, and after inspection of the unit on April , the unit was condemned on April 9, 1980 by the Board of Health, and a letter was sent to Mrs. Mahoney listing the specific defticiencies and her recourse to a Hea - ing before the Board of Health. (copy of letter attached). Mr. Oliver commented that as a member of the Board of Health, this action was taken without a Board vote. Mr. Holdgate said that this was an emergency situati n and not time. Mr. Young said it seemed as though, according to Regulations, the Health Inspector has a right to condemn.a building. Mr. Oliver said his concern w s is the condemning of a building over the Board's signature-: doesn't the Board hav to approve, and asked Mr. Ray to get the Board a copy of Regulations concerning his authority. There being no further business before the Board of Health, a motion to adjourn at 7:40 PM was made by Mr. Gardner, seconded by Mr. Young, so voted 3-0. ~-t:~ Chairman o
