HomeMy WebLinkAbout1980-04-02 f o o c BOARD OF HEALTH Minutes of Meeting of April 2, 1980 The Board of Health Meeting convened at 7:30 PM. All members were present with the exception of Selectman Young. Mr. Holdgate motioned that the Minutes of the Board of Health Meeting of March 2 , 1980 be accepted as typed and reading of the same be waived, seconded by Mr. Kno t, so voted 3-0. VARIANCE REQUEST - GILBERT BURCHELL/MADAKET: Health Officer Richard Ray's report was read wherein he states that, this Variance, if granted, is from Regulation 14.2 of Title Five "Minimum Requirements for Sub-surface Disposal of Sanitary Sewaaerage". That Regulation 14.2 states "Leaching trenches shall not be constru t- ed in areas where the maximum ground water elevation is less than four feet belo the bottom of the trench~ In this instance, we have only two feet available. Mr. Ray then stated that he recommends granting this Variance for the following reasons: (1) although there is only two feet available between the bottom of the leach and ground water, and Title Five requires four feet, that the placement of the leach in its optimal location because of the leach areas placement on the 10 s highest elevation. To locate the leach elsewhere on the lot would leave a greate diminished distance between leach bottom and ground water and (2) that this is a existing failed system. To deny this Variance would render this building uninhab t- able. Mr. Ray further said that perculation tests demonstrated a "perc rate" of hree minutes per inch. This excludes the lot from falling under the jurisdiction of the Madaket Regulations. and that his office has been in contact with the Department of Environmental Quality Engineering concerning this system and that they have sanctioned the granting of this Variance. Mr. Holdgate motioned that the recommendations of the Health Officer be accepted seconded by Mr. Gardner, so voted 3-0. There being no further business before the Board of Health, a motion to adjourn at 7:34 PM was made by Mr. Knott, seconded by Mr. Holdgate, so voted 3-0.
