HomeMy WebLinkAbout1979-10-31 .... BOARD OF HEALTH Minutes of Meeting of October 31, 1979 Cr," The Board of Health convened at 7:53 P.M. after a brief session of the Board as County Commissioners. Chairman Buckingham, Selectmen Holdgate and Gardner were present. Selectmen Knott and Young were absent. Mr. Holdgate motioned that the Minutes of the Board of Health Meeting of October 24, 1979, be accepted as typed and reading of the same be waived, seconded by Mr. Gardner, so voted 2-0. SUB-DIVISION - FRANKLIN REALTY: A proposed sub-division of 29 lots of Franklin Realty of New Bedford located at Millbrook Road, Nantucket, was presented to the Board by Health Inspector Richard Ray. Mr. Ray's letter report as to his inspection and review was read. Mr. Holdgate motioned that the recommendations 0 the Health Officer be accepted, seconded by Mr. Gardner, so voted 2-0. The recommendations were as follows: That Lots one through 12 and Lots 15 through 26 offer no restrictions as to design or health hazards and should be considered suitable for septic system design. Deep test holes on Lots 13 and 14 encountered fine sand with clay at 18 inches and a layer of hard clay of undetermined depth at 48 inches. These Lots will require careful siting, excavation and probable use of leach trenches due to the expanse of clay in the soil. Mr. Ray recommende re-perculation tests and repeating the deep hole tests on other sections of thes lots when definitive septic system design plans are presented to this office as perhaps areas of less clay infiltration can be found on other sections of these lots. He further reported that whereas Lots 27 and 28 encountered a solid clay layer at a depth of 36 inches, that he recommended that the same procedures be adhered to as those recommended for Lots 13 and 14 as there may be clay-free areas on these Lots also. Lot 29 showed a ground water level encountered at 6~ feet below the surface. Though not prohibitive to septic system design, the high ground water would facilitiate the use of trenches with a slightly mounded systems approach. Mr. Ray concluded his report as follows: "All lots are suitabl for septic system design with the above mentioned precautions and guide lines adhered to." l\~~ ~ _~ G. M. Buckingham Chairman c;
