HomeMy WebLinkAbout2005-03-23 BOS Minutes March 23, 2005 Page 1 of2 BOARD OF SELECTMEN Minutes of the Meeting of 23 March 2005 at 7:00 PM. The meeting took place in the Court Room, Town and County Building, Nantucket, MA 02554. Members of the Board present were Bruce Watts, Douglas Bennett, Timothy Soverino, Michael Glowacki and Robert F. Murphy. Chairman Soverino called the meeting to order at 7:00 PM. PUBLIC COMMENT Nantucket resident John McLaughlin requested additional information with regard to an agenda item at the March 16,2005 meeting about a building permit fine, and spoke about some landfill issues. Approval of Payroll Warrant for Week Ending 20 March 2005. Mr. Murphy moved approval; seconded by Mr. Watts. So voted. Approval of Treasury Warrant and Pending Contracts for Week Ending 23 March 2005. Mr. Murphy moved approval; seconded by Mr. Watts. So voted. Town Administration: Request for Approval of Seasonal Liquor License Renewals. Mr. Watts moved to approve the 2005 seasonal liquor license renewals (attached hereto) with the stipulation that any restrictions, which may currently exist, be carried forward to the new licenses; seconded by Mr. Murphy. So voted. Town Administrator's Report. Town Administrator Libby Gibson announced that the landfill will be closed on Sunday, March 27, 2005 in observance of Easter Sunday; announced that drainage improvements to the Surfside area roads are completed and the paving bids have gone out, and gave a preliminary report from the 2 Fairgrounds Reuse Work Group providing background information and noting some of the wide variety of potential uses of the 2 Fairgrounds property. Some discussion followed and Mr. Murphy moved to endorse the work group project and recommend a capital request be put forward at the 2005 Annual Town Meeting for a public safety facility and studies relating to use of the rest of the property; seconded by Mr. Watts. So voted. Ms. Gibson also announced that the beach at the access point to Smith's Point appears to have widened, but due to its unstable condition, recommended that the beach remain closed. Ms. Gibson also noted that the endangered species birds (piping plovers and least terns) are due to arrive shortly thus necessitating the closure of the beach. Selectmen's Reports/Comments. Discussion followed concerning the Surfside Wastewater Treatment Facility upgrade funding options. Mr. Bennett introduced his plan for how to pay for the cost of the project, if Article 1 or Article 2 of the April 12, 2005 Special Town Meeting does not pass. Mr. Bennett stated that the town could realize one-half $189 million ($94 million) dollars by taxing real estate sales at 0.5% over the next twenty years. Tom Nevers resident Nancy Wheatly reviewed Mr. Bennett's "pie chart" plan and asked who would pay the "privilege fees." Mr. Murphy responded these fees will be paid by the new users. Nantucket resident Kent Murphy inquired what the increased costs will be on the sewer bills and some discussion followed regarding this question. Finance Director Connie Voges explained that Articles 1 and 2 of the Special Town Meeting require special legislation which could be a lengthy process. Tom Nevers resident Dual Mcintyre spoke about a conference call he had with consultants from Earth Tech and some discussion followed concerning this issue. Chairman Soverino stated he believes the Earth Tech consultants should come to the next meeting to discuss the plant expansion figures and Mr. Murphy stated that he believes some workshop meetings need to be scheduled before next Wednesday night's meeting to discuss figures and try to get a consensus of the Board as to what direction to proceed. Mr. Watts moved to request Earth Tech be present at the March 30, 2005 meeting and to schedule a workshop prior to March 30, 2005; seconded by Mr. Murphy. So voted. Mr. Bennett spoke on the proposed cuts to the Human Services budget.
