BOARD OF SELECTMEN and FINANCE COMMIITTE
Minutes of the Meeting of 11 April 2005 at 4:00 PM. The meeting took place in the Nantucket High School
Cafeteria, 10 Surfside Road, Nantucket, MA 02554. Members of the Board of Selectmen present were Bruce Watts,
Whiting Willauer, Michael Glowacki, Brian Chadwick and Douglas Bennett. Members of the Finance Committee
present were Rick Atherton, Jenny Garneau, Gregory Keltz, Bruce D. Miller, Michael Rosen, Lindsey Perry,
Christopher Kickham and Phillip Bartlett. Chairman Bartlett and Chairman Glowacki called the respective meetings
to order at 4:05 PM.
Selectman Bennett stated he wants a private accounting firm to examine the Town's "books." Finance Director
Connie Voges explained what steps the town is taking to get "our house in order." Chairman Glowacki asked Mr.
Bennett to focus on "the business at hand" which is a discussion on Town Meeting articles.
Review of Status of Free Cash. Town Administrator Libby Gibson distributed recommendations for use of the
$4,089,593 certified as "free cash" and some discussion followed. School Superintendent Alan Myers asked that
the school be given $626,000 for its operating budget. Mr. Atherton stated he is not in favor of granting Mr. Myers'
request and discussion followed with regard to this issue. Mr. Atherton moved to endorse the recommendations of
the Town Administrator and endorse the technical amendments to financial articles as recommended by Ms.
Gibson; seconded by Mr. Kickham. So voted.
Review of Motion for Article 4 of April 12, 2005 Special Town Meeting. Finance Director Connie Voges provided a
draft handout on sewer funding projections and Mr. Atherton complimented Ms. Voges on her presentation, as did
Mr. Keltz. Ms. Voges noted that the estimated new sewer users is 3,730 at estimated connections of 186 per year.
Ms. Voges noted a privilege fee of $5,600 is proposed. Ms. Voges explained what the tax rate effect would be for
an average valued home. Discussion followed concerning this matter and Mr. Atherton moved to adopt a positive
motion on Article 4 as amended by Town Counsel; seconded by Ms. Garneau. So voted. Mr. Chadwick moved to
endorse the Finance Committee's motion for a fixed tax contribution of 34% on the $35,530,000 appropriation;
seconded by Mr. Bennett. So voted.
There being no further business before the Board of Selectmen and Finance Committee, the meeting was
adjourned at 5:05 PM.
