HomeMy WebLinkAbout2005-04-19 BOS Minutes April 19, 2005 Page 1 of 1 BOARD OF SELECTMEN Minutes of the Meeting of 19 April 2005 at 9:00 AM. The meeting took place in the Conference Room, Town and County Building, Nantucket, MA 02554. Members of the Board present were Bruce Watts, Brian Chadwick, Whiting Willauer, and Michael Glowacki. Chairman Glowacki called the meeting to order at 9:00. Douglas Bennett arrived at 10:20 AM. Establish Organizational Structure of Board of Selectmen Meetings. Discussion ensued with regard to the "public comment" portion of the weekly agenda whereby citizens speak their mind on various issues. It was noted that, in numerous cases, citizens demand that Board members take immediate action on issues they have not had any time to analyze or review. Mr. Watts expressed his opinion that this portion of the meeting should not be used for public attacks on Board members or other town officials just because one citizen does not like what "they have been told." After further discussion, there was agreement to adopt new meeting protocols, as outlined in a memorandum to the Board from Chairman Glowacki (attached hereto). It was agreed that the public comment portion of the meeting will remain at the beginning of the agenda. Review of Selectmen Mission Statement. Mr. Chadwick stated that he has some ideas with regard to redefining the Mission Statement, but would like to have some additional time to review this matter. After a brief discussion, Mr. Watts moved to continue this item to a future meeting; seconded by Mr. Willauer. So voted. Chairman Glowacki asked that Board members be prepared to discuss this in two weeks. Review of Goals. Chairman Glowacki reviewed his expectations with regard to creating goals and the importance of measuring goals, especially short-term goals by objective standards. A lengthy discussion followed concerning the following goals: improvement of administrative management; improvement of fiscal management; improvement and protection of the Island's drinking water; the enhancement of quality of life for both residents and visitors; transportation solutions, and improvement of the Island's infrastructure. It was agreed that Town Administrator Libby Gibson will assimilate the objectives, that have broad support, for consideration and adoption at the next goals meeting. Mr. Chadwick moved to schedule the next meeting for May 4,2005 to finalize the goals and set priorities; seconded by Mr. Willauer. So voted. Mr. Bennett was opposed. Chairman Glowacki asked that any further suggestions with regard to the goals and/or mission statement be provided to the Town Administrator by April 28, 2005, in order for them to be considered at the May 4,2005 meeting. Nantucket resident Curtis Barnes was present and provided some comments for the "Town Government Study Committee." There being no further business before the Board, the meeting was unanimously adjourned at 10:50 AM.
