Minutes of a meeting of the Board of Appeals, July 6, 1978.
Present were members Holmes, Hyde, and Bartsch.
In the matter of the pe~ition of Lauren Place (015-78): The
chairman reported on his inspection of the premises, and Mr. Hyde
also reported on his viewing. After a review of the record and
information presented at the time of the hearing, the Board found:
The proposed imp~ovement is an expansion of an existing
apartment wi~hin a structure used as and for apartments with four
apartments now in the structu~e.
The expansion uf the apartment Oh the top floor can b~ ac-
complished with design and structural changes that have been ap-
proved by the Historic District Commission.
The use of the apartment on the top floor as owner-occupied
quarters will afford the owner additional on-site control of the
premises and tenants'uses of the premises.
. The adjacent property, Lot B, will be restricted for use as
and for parking for the tenants of the structure and will be re-
stricted against further improvement of any kind without the
specific approval of the Board of Appeals.
No harm or diminution of value to neighboring areas will re-
sult from the expansion. The area is largely made up of rooming
houses and is in a location that is essentially isolated from
other improvements.
On motion of Mr. Hyde, seconded by Mrs. Bartsch, it was un-
animously voted to grant the petition of Lauren Place subject to
the following restrictions and conditions:
That Lot B as shown on Plan No. l5206-B filed with the Nan-
tucket Registry District of the Land Court with Certificate of Ti-
tle No. 2419 be restricted against any structural improvement and
be reserved for the use of tenants of the premises as and for
their parking and that the top floor be used exclusively for the
owner's occupancy and not as rental income property.
Accordingly, the petition and special permit are conditionally
GRANTED.

In the matter of the petition of Lauren Place (015-78), At-
torney Richard Glidden appeared for the petitioner and told the I

Board~hat the petitioner is the owner of land and a building sit~L
j
ated on Lot 4A, Sunset Hill. The structure is now occupied as four
apartments on the first and second floors (two on each floor) and
Qne apartment occupying a portion of the top (third) floor. The
petitioner contends the building was used and occupied in this
manner prior to 1972 and is a non-conforming use. The petit~oner

desires to expand the existing apartment on the third floor and tol
live in the apartment. Mr. Glidden stated that an expansion of a
non-conforming use was allowed by special permit.

To accomodate the expansion, it would be necessary to installl

four dormers. The architectural features of the dormers have been\

approved by the HDC.
Mr. Glidden stated that the owner would reside on the pre-
mises and be able to more effectively supervise the building.
Such a personal presence would insure the orderly conduct of the

tenants and insure adequately cared for grounds.
There is no in-
tent by the petitioner to rent the additional apartment, and a re-
striction against such a use would be acceptable.
Additional stairways are required and would be installed.
No other person appeared in favor of or in opposition to the
petition.
The chairman read two letters from interested persons in op-

Following a general discussion, the Board voted to table this
matter pending an ~~~~~Jt~~~lYto review the locus. The motion to
table was made by Mrs. Bartsch, seconded by Mr. Hyde, and unani-
mously voted.

In the matter of the petition of A. P. Manchester & Sons,

Inc. (014-78), Mr. James Manchester appeared for the petitioner 'I
and stated the petitioner owns approximately four acres of land on!
Macy Lane opposite the airport. The property is split-zoned ~ith
part being in Residential use and part being in Limited Use-

General. The land is now partially occupied as a lounge and is
largely vacant and wooded. The area proposed for use for the
rental of jeeps is a small area on the northerly edge of the par-
cel. It is proposed to utilize an existing railroad "40 & 8" car
as an office and to park the vehicles in front of and within a
fenced area around the car.

Mr. Manchester stated the surrounding area was residential
the north, industrial and commercial to the east and south, and
vacant, wooded area to the west.
The area between the locus and residences contains a screen-
ing of hedges and pine trees which will be maintained.
There would be no nighttime operation, and only one sign
would be required. The sign is subject to HDC approval. There is
