Minutes of Harbor Plan Implementation Committee

The meeting came to order at 5:06pm

With regard to the Tank farm, the open area is known as 2 Candle Street. D~~Coom~ raised.again

discussion that followed Whitey Willauer noted that National Grid owns the land. It sh~ld be subject
to Ch 91 regulations because it is below the historic high tide mark. There is to be a meeting on Dec
11 at 9:00am when Andrew Vorce will show the BOS what his plans for the space are. Several
members ofthe HPIC will be there to make an argument for the benefits to the public of maintaining
water access and some water related usage. Sarah will be there also to speak in favor. This is the heart
of Nantucket's historic waterfront. Carl Sjolund noted that it used to be a boatyard with a marine
railway. The Committee agreed that rather than trying to include the tank farm within the Overlay
District, the HPIC should work to have water related uses included in any plan developed for that
space.
Chairman's report and discussion:
Chairman Sarah Oktay is waiting for responses to her emails on the Harbor Plan articles. She
emphasized the importance ofthe Committee being heard in multiple venues.
Brian Chadwick raised the point that he would like to have a letter from the state DEP saying it is OK
with them for us to pursue the A TM articles which were withdrawn last year. Sarah Oktay said she
will obtain such a letter.
Discussion of Natural History Recommendations:
The discussion ranged over the threat from invasive species in and along the harbor (Items 10 and
11). Carl Sjolund suggested that we ask the commercial fishermen to destroy any invasive crabs they
catch in their dredges and bring invasive species such as codium ashore rather than dumping it back
into the harbor, perhaps with a bounty of some sort established. Sarah Oktay will bring the invasive
species brochure with her in which several species are identified. We need to follow up on this idea
of involving the commercial fishermen. The Island's Invasive Species Committee has already started
work on this item.
The Public Education recommendation (Item 12) can perhaps be done in 2 years instead of 4.
Recommendation 13 on mapping the critical resource areas is assigned to the Con Com, but also
needs to be coordinated with the Coastal Zone Management Plan which is being put together by the
Marine Department. This concludes discussion on the Natural History items in the Harbor Plan.
Next Meeting: The scheduled meeting on Dec 27 will be canceled due to most Committee members
being away. The January meetings will be Jan 10 and 24, at 5:00pm, November 29 at 2 Fairgrounds
Road.
