NANTUCKET MEMORIAL AIRPORT COMMISSIONS MEETING
October 4, 2007
The meeting was called to order at 3:08 PM by Chairman E. Foley Vaughan with the following Commissioners present:
Vice Chair Sheila O'Brien Egan, Dual A Macintyre, Jr. and R. Finn Murphy.
Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport
Manager Janina Torres, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Maxwell.
The Commission unanimously MISIP approval of the minutes from September 14, 2007.
Policies
a. NAC Policy statement: The Commission unanimously MISIP to vote on this policy at the next Commission
Meeting.
b. Bunker Leasing Policy: The Commission unanimously MISJP to dscuss the Bunker Leasing Policy at the
next Commission Meeting.
Chamber of Commerce
The Commission unanimously MISIP to be a 'Silver Bells. sponsor for the Christmas Stroll.
Environmental Report
Jack Wheeler reported Operations are slightly below last year at 15,000 verses 16,000 last year, which is down 5.7%.
The Enplanments on the GA side from the FBO were at 1888. There were 43 noise complaints which is 25% below
year to date.
Mr. Peterson reported Delta Airlines was very pleased with their Enplanements with 35% connected to other flights.
Delta was very happy with the weekend Enplanements and looking into the mid-week operations. Delta would like to
come back next year and maybe adding a flight into laGuardia and JFK.
Mr. Peterson reported trying to get Natural Heritage to leave the Bunker Area out of the permit. The Bunker Area
should not have been included. We are trying to get them to accept it before it has to be registered with the Registry of
Deeds. Mr. Wheeler came up with a definition of the property and Slbmitted it and they came back and asked about
some endangered grass which was reported. It is not in this area, but we will have to go through the process.
Commission Macintyre asked how the Nantucket Shuttle was doing on compliance. Mr. Wheeler responded they are
still not complying.
Mr. Wheeler reported Christine Silverstein as resigned as Chairman of the Noise Committee and Mr. Arthur Gasbarro
has taken her place, as chairman.
Operations
Mr. Peterson reported he went to MAMA's annual conference meeting along with Jeff Marks and Janine Torres earlier
this week. Secretary of State Bernard Cohen was the speaker of the meeting. Secretary of Transportation Bernard
Cohen is trying to come up with a consolidation of all the different Transportation Agencies and Committees in the
State to try and get some savings to make up for the $20 billion dollar shortfall in infrastructure.
Mr. Peterson reported on the operations at the Airport. The trailers will be in place by the end of the month. We were
able to get the tra~er cost down from $200,000.00 to $125,000.00 em most of the cost is the barge and setting them in
place. The Annex will be started soon with Baybutt Construction doing the work. The hole will be dug the end of
November.

Once the trailers are in place then TSA will move into them and the perimeter fence will go up. The demolition of the
buildng will begin, the utility work will be started, and the dgging for the foundation and footings for the new building
will begin. The entrance to the terminal will remain the same. Chairman Vaughan would like there to be a canopy to
protect the people when they leave the terminal and go to the trailers. Chairman Macintyre suggested there be a sign
so people know where Island Airlines and Nantucket Airlines are located. As soon as Phase 1 and 1A are complete
TSA will move into the terminal and the trailers will be sent back. The paving of the ramp will be done in 2009 upon
completion. It is recommended there be some kind of signage for the passengers which will drect them and
information regarding the stages in which the terminal is at. This can be updated as the project progresses.
As far as the schedule right know we are in the design phase. The Site Work Packages went out today, the Concrete
Package will go out on Tuesday, the Legal Advertising is being done and the Blildng Permit will be sometime in
November. Certain parts can be started with out the blildng permit The deacline for the Clerks of Works Applicants is
October 19, 2007.
Ray Porfolio reported on the HVAC System options. There are 3 systems to look into. The Base System uses oil as
fuel and is used in the current estimate.
. Altemate# 1 Energy Recovery: first cost $1,741,800. This system is an all electric system and uses less
total fuel.
. Alternate # 2 Geothermal: first cost $1,650.500. Ttis system uses geothermal source for heat transfer.
The altemate # 2 system saves between $60,000 and $70,000 per year in operating cost.
The Commission, as well as Skanska has some concerns about the geothermal systems. Are there any negatives,
upkeep, are there any systems working now and how long have they been running? Dave Chamberlain, of Jacobs,
Edwards and Kelcey reported knowing of geothermal systems in use now. Jacobs, EctNards and Kelcy will coordinate
site visits with Skanska, AI and Jeff. The Commission will make a decision once they have all the information.
Management Summary
. Take jog out of basement at column line 7.6 - reduce basement size: this basement jog is related to 1 & 3
(havac and fuel oil storage tank)
. Delete new sprinkler system in existing terminal - recommended to utilize existing sprinkler system with
some modfications.
. Delete new overhead doors at existing baggage claim - no we need new overhead doors.
. Delete access control at overhead baggage claim doors - the Commission needs to get answers before
decidng on this.
. Reduce airside bituminous pavement from 6" to 4" - the drawings only call for 4" it was recommended to go
with the 4".
. Delete new siding entrance doors at existing arrivals & departures - this has to be done it is an ADA
requirement.
. Delete existing HVAC split system & substitute with heat recovery unit system - On hold until all the
information is in on the HVAC systems.
. Delete glass panel overhead doors and mbstitute with metal paneI- HOC issue glass doors so you can see
through them if we go to solid doors we will need to go back to the HDC.
. Delete wood cedar shingles at back of sloped roof and substitute roofing membrane - Commission approved
to delete the wood cedar shingles.
. Reduce allowance for ticket counter casework - the Commission ~ved to reduce and simplify the
counter space.
. Provide electric point-of-use water heaters for lavatory sinks in lieu of central hot water heaters -
Commission agreed to leave this up to the design team.
. Delete foundation perimeter drain - Commission agreed to delete the foundation perimeter drain.
. Delete coiling doors at secure screening - this is TSA issue to separate secure area when not in use.
. Reduce lighting package per sketch - this is done.
. Delete removal of existing trailer deck & ramps - Airport maintenance will take care of this.
. Increase courtyard landscapin~ardscape allowance to $250,000 - this is already gone will discuss later.
. Foundation design deviation from 30% estimate - aqustment to be made this might go away.
. Add ceramic tile to toilet room walls - Commission agreed to add the tile to the walls it is more sanitary.
. Add allowance for four high end light fixtures - eliminate for now, the Commission would like to see some
pictures of light fixtures.
. 100% compaction of 27" sul:rbase under apron stone - utilizing existing fill- This has to been done it is a
requirement.
. Additional excavation for 1-112:1V slope (Geotech report error) - this is a requirement.
. Add pavement where gravel access road removed - to be determined later.
. Add windscreen to t~. security fence - yes in the construction area.
. Add fritted glass pattem to secure chick-in glazed wall - Commission agreed to do this.
. Add 20 if of CATV & telephone ductbank - requirement.
Management Summary AItemative
. Canopy at existing terminal - Commission agreed to ad the canopy.
. Basement fit out - Commission agreed not to do this.
. Replace window in existing buildng - to be determined later.
. Replace shingles on existing buildng - to be determined later.
. Replace exterior wood trim - to be done as needed.
. R-roof existing buiking - to be determined later.
. Add 2nd floor slab on deck - this is prep for 2nd floor core & shell.
. Full 2nd floor core & shell incl. (exclude slab on deck) - Commission would like Skanska to look into the
elevation systems and get back with the findng.
. Add p01ypropyiene glycol to HVAC system - on hold.
. CATV and telephone duct bank - to be determined later.
Plum TV
Commissioner Murphy reported Plum TV would record the Commission Meeting and play them 3 times a week. This
would cost $10,000.00.
TV 17 would charge $500.00 per meeting and would only air the meeting once.
The Commission MISIP to contract Plum TV to record the meetings as long as they would also provide public service
announcements throughout the construction process.
