MEETING JANUARY 12, 1987
The meeting was opened at 4:30 p.m. by Chairman Robert Allen, with
the following Commissioners present: Norman Beach, Alexander Craig,
Thomas Giffin, and Charles Mayhew.

EXECUTIVE SESSION
Messrs. Benoit and White of Deutch, Williams, Brooks, DeRensis,
Holland, & Drachman, addressed the Commission on the progress of
the union negotiations. They stated that wages and job security
were the big issues. The Commission was in agreement on all of,
the issues Mr. Benoit would present at their next negotiation.
At 5:10 p.m., it was unanimously voted to return to open session.
The Minutes of the December 15, 1986 meeting were unanimously
approved as written.
Mr. Joseph Forns, environmental engineer on the pipeline project,
informed the Commission on the status of the temporary pipeline
at the shipyard site. The permit process is continuing with some
minor adjustments. There was a meeting held last week for all
approving agencies to meet on the scene,to ask questions in order
for the process to continue. MEPA has stated that the comment
time period will end January 26, 1987. Lawyers have intervened
on MEPA in order to prolong the issuing of the permits. We have
to have permits in hand by mid February, in order to meet the
early spring time frame to obtain the Chapter 91 licenses, which
is the last item we are waiting for. Commissioner Craig suggested
that all of the major petroleum distributors on the island should
get together to solve all of our mutual problems of transporting
and receiving the fuel to the island. It was M/S/P to state to
the public that the intent of the airport fuel transfer facility
at the shipyard site is to be a temporary one.

A letter was read from the Town Counsel's office regarding setting
basic standards for retailing fuel at the Airport. Jonathan White
addressed the Commission that the FAA and MAC agree that Nantucket
Airport has not lost its right of exclusivity in this matter;
however, he warned that once given up, this right would permanently
be relinquished. On a motion by Commissioner Beach, seconded by
Commissioner Giffin, it was voted to table the fuel concession '
matter until the pipeline situation is concluded. Commissioners
Allen, Beach, Giffin and Mayhew voted in favor with Commissioner
Craig opposed.
Messrs. David Mittelstadt and Maurice Freedman, of Sasaki Associates,
attended the meeting to discuss the development of the Delta
property and the bunker area. Mr. McCurdy informed the Commission
that the owner of Sun Island Transportation, which abutts this
Delta property, has requested the Commission deed him a continuation
of the Sun Island Road area, which he would pave and install all
utilities and would guarantee the Airport use of this road in
perpetuity. This will be considered in developing this area.
Sasaki made a presentation of several scaled drawings suggesting
land usage and guidelines for architectural and landscaping
development. They recommended trying to reduce the number of
paved parking spaces in order to provide more green space.
Actual development of the Delta area, including hooking up to the
nearest utilities, was estimated to cost nearly two million dollars.
Hr. McCurdy inquired if it were feasible to get a blanket article
to extend our lease capability to forty years. Town Counselor "
DeRensis will get back to us on this. It was agreed that the
Airport would seek a global major commercial development permit ·
and that each individual tenant would then have to complete the
MCD permit process and have all other required permits.
Betsy Larrabee, Airport Accountant, and Dick Tobojka, Town Auditor,
attended the meeting to discuss enterprise accounting. Changes
and advantages to switching to this type of accounting were
discussed. It was agreed to submit an Article for the next ~own
Heeting requesting permission to do this after the Commission votes
to make the change. Regarding the amount of line-item detailing
for this type of budgeting will be addressed by Town Counsel.
The Airport Manager brought to the Commission's attention some
immediate, major airport expenses, uppermost which is the possible
rehabilitation of the Tower airconditioning system, second
priority whould be the reconstruction of this same building,
hopefully to be accomplished at the same time.
It was M/S/P to award the computer system bid to Northeast Computer.
It was also M/S/P to approve the 1987-88 budget as presented.
Mr. McCurdy informed the Commission that the segmented circle is
being re-established around the windsock as meeting certain criteria
in order to pass our Part 139 inspection and in case the Tower is
closed due to this recent health problem.

A letter was read from Attorney Bruce Gilmore offering his services
to represent the Commission in case of a conflict with the Town.
With regard to a letter received from the Nantucket Experience
Class requesting a Commissioner discuss with them the duties and
responsibilities of our Airport Commission, it was M/S/P to have
the Manager and Commissioner Craig represent Nantucket Airport.
The Manager informed the Commission that all of the wiring in the
panel box outside the Operations Building is being brought inside
at the expense of M.A.C. in cooperation with a request from
Chatham Airport, which is in dire need of this panel box.
With regard to Bill McGrath's request to charge fuel and be billed
later, the Commission agreed that all fuel accounts with our
Airport will be paid in advance, either by cash, credit card or
cash on account.
Regarding Mr. Stephen Walker's request to lease a half acre of land
for a propane business, it was H/S/P to table this request until a
development plan for this area is drawn up by Sasaki Associates.
Chuck Harris, of Nantucket Airlines, wrote a letter requesting
terminal space for his operation. This letter will be kept on
file and reviewed when space becomes available.
A request from Cooperative Extension/University of Massachusetts
for free parking was unanimously denied until after we can see I
how well the parking lot pays for itself.
Mr. Bill McCrath addressed the Commission regarding connecting the
large hangar to the maintenance hangar. Mr. McGrath was asked to
get some figures together and Mr. ~1cCurdy will obtain an opinion
from Town Counsel as to whether last year's article encompasses
this proposal.
The next meeting will be held January 26, 1987, at 3:00 p.m., which
will start with a noise evaluation hearing to be followed by a
regular meeting.
The meeting adjourned at 7:18 p.m.
